Manage Demand
The Council may consider introducing flexible charging (that discourages parking in congested areas and promotes the use of multi modal transport), encouraging the use of cleaner vehicles, as well as workplace levies (that discourage commuter parking), based on data obtained from the digital infrastructure.
Create Business intelligence and engage with stakeholders
The new contract will generate a significant amount of useful data. Using data analytics, the Council will be able to create a deeper understanding of the parking operation, enabling it to identify how the service can be more effective and how the parking operation could be developed to support wider transport and environmental objectives. Parking Services have to manage a number of conflicting demands resulting in a complex relationship with stakeholders.

Move from parking enforcement to parking management
Move from parking enforcement to parking management There is a persistent public perception, fuelled by the media and “parking activists” and supported by populist politicians, that parking enforcement is overly punitive and a ‘stealth tax’. Current parking enforcement regimes are seen as harsh and working against the public interest. Reading intends to challenge that perception

Reduce operating costs
Reduce operating costs. As revenue from enforcement will reduce with improved compliance it is essential that the parking operation is restructured to ensure that it remains financially (and operationally) viable. The Council will require bidders to adopt streamlined and effective business practices using innovative, reliable technology based on good practice from the UK, Europe and beyond.

Integrate vehicles into multi modal transport networks
Integrate vehicles into multi modal transport networks Business intelligence will also enable planners to identify how to ensure that parking in the urban centres can be balanced with other transport options. Providing real time information on parking availability and tariffs will demonstrate the benefits of park and ride and other multi modal transport options,

Work with others on Joint initiatives
Work with others on Joint initiatives The Council is already working with neighbouring authorities on providing park and rides and may consider working cooperatively with major employers in the Borough (such as the University and acute hospital trust). The Council will consider joining the emerging national parking platform as a way of delivering a number of the parking management objectives.

Make it easy for drivers to find a space
Make it easy for drivers to find a space The Council will take advantage of emerging digital infrastructure to provide accurate information to drivers on parking availability, restrictions and prices (through apps and connected cars), enabling them to make informed choices about the most appropriate parking location.
Make it easy for drivers to pay for their parking
Make it easy for drivers to pay for their parking The Council will introduce multiple/flexible payment methods as a key element of the strategy towards integrating transport modes in Reading. Within 5 years the Council intends to be able to accept payment for parking from any app that is capable of calculating the tariff and notifying the Council of the presence of a vehicle in a specific location.

Separating enforcement and technology, with the Council linking the two, has not maximised the art of the possible and that is something we are keen to rectify.
Dean Fennell-Connell
UK Sales Director, Parking & Public Safety
Separating enforcement and technology, with the Council linking the two, has not maximised the art of the possible and that is something we are keen to rectify.
Since 2017, the Conduent team and our vision has changed significantly. Our client centric culture and innovative technology solutions can now offer existing clients, such as Southend, a one-of-a-kind solution for their customers and stakeholders. Conduent is unique in that no other on-street operator uses their own technology to deliver a complete service. As a sole supplier, the management of the service is simplified. There is no singular interest in maintaining a resource heavy (and costly) service. Conduent can provide a combination of people, technology and data analytics to achieve an efficient and effective service solution.
As the first in the UK to utilise this service, Oxford County Council have seen significant benefits and added value in savings and service efficiencies.
We hope this website will enable Southend staff to see the capabilities, available today to any Conduent client, and to consider how relevant services can be maximised, during the procurement process.
Please feel free to contact me directly should you have any queries on the information provided.
