Procurement panels are an easy and effective way for government clients to engage consultants more efficiently and cost-effectively. Panels should be regularly refreshed to ensure they deliver best value and are open to the most knowledgeable and capable consultants. The recently established Management Advisory Services Panel, offering an array of consulting services across the whole of the Australian Government, is a great development.
USE PROCUREMENT PANELS
Build requirements into contracts for consultants to explicitly build and transfer capability back into the public service. Whenever possible, this should be supported by enabling public servants to participate in client-consultant teams, which build capability and keep corporate knowledge in the public service.
TRANSFER SKILLS
Whenever appropriate, all reports produced by consultants should be shared within government in order to extract lessons, leverage findings and minimise duplicated effort and expenditure. Making available advice or other outputs developed through a common access point will contribute to efficiencies across government, reinforce connections between departments, branches and teams, and support multidisciplinary approaches to solving problems.
