We have supported public sector clients in securing PSDS funding across all windows since the scheme's launch in 2020. We achieved a 100% success rate in Phase 4 PSDS funding applications, with a combined project value of £25m. Our PDSD report have been recognised as exemplar by Salix Finance Limited.
Our PSDS Success:
Arcadis were appointed by the DfE to carry out strategic estate management reviews and recommend process improvements.
operational and energy efficiency measures making more efficient spending decisions improving building safety improving management of Trust accountability and statutory responsibilities for their school estate
The Arcadis team recommended estate management interventions as follows:
Step 3: Strategic –Projects delivery aligned to funding
Step 2: Tactical - Identifying Projects
Step 1: Operational Systems & Data Assessment
Cross Sector Capability: Sustainability Low Carbon..
The DfE funded a Sustainable Climate Strategy’s research and innovation project called ‘Energy Pods’.
The DfE appointed Arcadis’s Education Sector to led on the market engagement on behalf of the DfE.
The strategic objectives of the project are to design and develop low energy pod solutions to replace carbon intensive fuelled boilers that are:
Net Zero Enabled
Selectable and Confiurable
Plug and Play
Platform Construction
Arcadis were appointed by the DfE to carry out a feasibility study as part of the DfE funded Net Zero Pathway projects.
This Feasibility Stage scope was based on a mainstream secondary school designed for 6 FE (Form of Entry) (900 pupils) + 280 Sixth pupil places + Expanded core spaces (8FE + 360 Sixth Form) for ages 11 to 18 years.

Net Accelerator Pilot (NZA)
LocatED appointed Arcadis to produce feasibility studies including models and supporting documentation, that could be scaled to quickly retrofit a large number of schools with suitable interventions greatly improving the performance of the school estate.
Demonstrate the potential range of decarbonisation interventions Recommend condition/fabric improvements Evidence the associated carbon and energy savings Provide a cost model for potential savings and income generation
Arcadis developed a ‘proof of concept’ report including a finance and business model for the Net Zero Accelerator (NZA).
The University of Manchester has committed to be Zero Carbon by 2038, aligned to the city’s decarbonisation pathway and 2038 target for zero carbon and the Paris Agreement.
A further commitment for the University is to achieve this without exceeding its carbon budget, established by scientists at The University of Manchester’s, world class, Tyndall Centre for Climate Change Research.
Arcadis were appointed in a Programme Management role to develop a strategy to reach this goal.

The University of Leeds has set a goal to reach Net Zero carbon targets by 2030.
Arcadis has been appointed to deliver programme management, project and commercial management services. The programme is supported by MEP and architectural expertise.
The programme will include developing and delivering a low energy building strategy that would include potential building and buildings systems interventions to enable Net Zero.
The plan focuses on the key elements of electrification of heat (switching away from fossil fuels), procuring renewable electricity through a power purchase agreement and the introduction of energy efficiency measures across the estate. Strategy will underpin the University’s estate development for
Working in collaboration with academic colleagues and students - and with massive investment by the University – we are laying the groundwork for emissions reductions to achieve our target of Net Zero by 2030. Interventions include targeted refurbishment of buildings and the installation of low carbon technologies across the estate, and this work is already underway. Arcadis are a trusted supplier.” Brian Ford Head of Capital Development, University of Leeds

The Route Map outlines a pathway for decarbonisation, recognising that different responsible bodies and Trusts are at various stages in their journey, Arcadis has developed a five-step process for delivery: Step 1 - Audit: Establish a clear baseline of current energy performance, carbon emissions, and operational inefficiencies, followed by a co-created bespoke solution that aligns with the Trusts' capability, capacity, and funding.Step 2 - Feasibility and Design: Create tailored, actionable strategies for implementing the identified measures, ensuring they are technically and financially viable and aligned with broader estate requirements.Step 3 - Programme and Procurement: Prepare for the implementation of measures, focusing on cost-effective procurement and efficient scheduling.Step 4 - Delivery: Carry out the plan for implementation.Step 5 - Monitor and Measure: Track and assess achievements in carbon, energy, and cost-saving targets. Repeated steps 2 to 5 for the agreed next packages of works
