Arcadis' client is a global banking organization that has locations in 45 countries. The challenge was to initially assess the level of Environmental, Health and Safety (EHS) related compliance in the global workplace and work with Facilities management teams to develop a system that manages these risks but that can be monitored from a central control team.
Arcadis worked with the facilities managers in various locations to instigate a program of self-assessments, developed by Arcadis, and offered training to meet this goal. This risk management approach enabled the production of compliance scores and control plans which fitted into the established Facilities management practices.
This was coupled with on-site visits at various locations by Arcadis EHS experts to verify data and begin the implementation of an EHS management system.
Arcadis developed a web-based management tool which allows location managers to view compliance events and provide necessary documentation to show controls are in place, as well as allowing a central management team to continually monitor. Procedures and processes were developed by Arcadis to control the identified risks.

Global automobile supplier – 28 Countries
The global automobile supplier operates in approximately 28 countries broken into three (3) key operating regions (Americas, Europe and Asia‐Pacific).
The HSE program had operated mostly on a regional basis in the past and the client’s goal was to implement a global program, providing consistency with corporate requirements. It was recognized however that regional practices would need to be taken into account for the successful implementation of the program.
To assist with accomplishing these goals, the client’s Corporate Environmental, Health & Safety Department established Health Safety & Environmental Compliance Audit and Inspection Programs to evaluate performance. On a minimum annual basis, an environmental or health & safety audit or inspection is conducted at each site.
Our Approach
Arcadis, in cooperation with the client, developed the HSE assessment program including all regulatory and corporate requirements.The program included auditor training modules to ensure consistency across the program.
Arcadis developed an assessment dashboard to display the status of the program at global, regional, and increased levels of detail.

Effective site engagement and ensuring that the Client’s employees work in condition that exceed Global Health and Safety requirements;
Access to latest HSE Protocols: both contemporaneous and forecast legislative compliance intelligence;

The organization recognized that an integrated EHS&S management information system (EMIS) would push operational efficiency and safety to new heights. As part of an extensive auditing of client’s facilities throughout the US, Arcadis identified properties that required IAQ, water intrusion investigations, asbestos abatement, and asbestos operations and management. Arcadis prioritized concerns and devised work plans to remove identified hazards, manage ACM, alleviate indoor health problems, and minimize legal liability. In addition, on an ongoing basis Arcadis provides complete air quality and environmental support for the installation, permitting and operational compliance of emergency generators, boilers, cooling towers, and other equipment associated with the client’s data centers.

Health and Safety

Indoor Air Quality
Arcadis conducts indoor air quality surveys to evaluate airborne contaminants that may be contributing factors to poor air quality within office environments. Arcadis uses NIOSH-/ OSHA- recommended approaches and employs state-of-the-art technology to identify and quantify chemical and biological agents in industrial and office environments. Mold detection is a significant part of our indoor air quality surveys.
Asbestos
Arcadis is a nationally recognized leader in the field of asbestos consulting and management, assisting clients in making safe and cost-effective decisions concerning actual and/or potential asbestos exposure problems. We specialize in time-sensitive, multi-site projects and are well versed in the needs of organizations during the survey and management work for the project.
Our team has performed over 20,000 building surveys for asbestos and other toxic materials. We have surveyed a wide range of facilities ranging from high-rise building to electrical power plants to industrial complexes to public transit facilities to schools. In addition, Arcadis has written hundreds of technical specifications for asbestos abatement projects and has monitored asbestos abatement at sites nationwide.

Working with our EHS specialists, Arcadis training and communication specialists design training solutions that cater to our client’s specifications and communicate critical messages to the target audience. Arcadis develops customized, informative EHS-related courses and materials, starting with instructional design and content development through production, testing, and delivery/launch.
We have experience with many learning environments such as in-person training sessions, online e-learning modules, webinars and training videos, as described below.
In-Person Training Sessions. We can develop in-person training courses to present training content in an engaging and organized manner and connect people in an interactive way. We work with subject matter experts to transform training content into captivating tools that hold the audience’s attention.
E-Learning Modules. Arcadis works with clients on developing and designing instructional content that we produce into e-learning modules, complete with music, narration, animations, video clips, quiz questions, interactive activities, surveys and more.
Webinars. We plan and host webinars for clients that are instructor-led, scheduled and hosted through an online meeting platform. Arcadis can help clients design training materials and navigate this training approach for a successful event, such as scheduling, writing and sending invites and tracking and following up with attendees.
Training Videos. Another learning approach is using training videos to deliver training content to the target audience. Arcadis assists clients with producing short training videos using a variety of assets such as captured or recorded video clips, narration, training slides, graphics, music, photos and even webinar recordings.
Reinforcement Materials. To supplement training courses, we also design reinforcement materials such as toolkits, manuals and guides to inform the target audience and reinforce behavioral change. Our materials cultivate a deeper understanding and remind audience members about content delivered.

Arcadis is conducting a thorough Compliance Assurance Program evaluation, utilizing a custom template to incorporate all EHS&S compliance requirements, policies and procedures across over 50 sites globally, with local specialized resources; conducting a Phase 0 assessment of the current systems in place at all identified sites to compile a detailed "Current State" profile of systems and processes in place. This will be completed by on-site workshops, and the use of Accelerated Requirements Document (ARDs). Based upon the findings of the workshops and ARDs, a vendor selection process will be completed utilizing demo scripts and an RFP process to determine best fit for the "Future State" requirements outlined
in the ARDs, as well as the roadmap and compliance requirements identified during the compliance review and compilation process. Refinement of current compliance requirements both from a top-down corporate needs base, as well as bottom -up site specific requirements will be evaluated for final content development for the selected system.

The client faced several challenges, such as decentralized EHS&S enterprise operating/governance model, lack of EHS&S compliance assurance, few standard EHS&S processes, limited EHS&S resources/competency, and fragmented EHS&S reporting tools/reporting.
The client trusted Arcadis to assess EHS&S compliance, risks, and best practices across their global business. Our scope included the following: Assessing significant existing and potential compliance risks; Identifying gaps from recognized management system frameworks; Identifying significant best practices that could be leveraged; Addressing overall global governance model and Identifying compliance risk and cost reduction opportunities.

We worked with key stakeholders to design a data gathering template that identified the most important areas of risks and gaps to be addressed under the project. Once developed, we interviewed each of the 17 global manufacturing plants to collect key information aimed at determining whether essential elements were in place to support its EHS&S Mission. Those key areas were Compliance, Risk, Resources, Costs, and Management Systems.
Together with the client, we defined specific objectives for each key area and then evaluated sites against those objectives and interviews/sites visits.
Based on the information collected and observations made during the site visits, we analyzed the data to determine key gaps and made recommendations for improvement. Operational leaders confirmed recommendations which we subsequently presented to the Executive Leadership Group for approval. We focused our recommendations on resources, governance, management system framework, and key tools needed to support the overall EHS&S management system. The Client accepted our recommendations were accepted and implementation began the following year and is ongoing.

As part of this project, the team identified all potentially applicable federal and local air regulations and systematically determined and documented positive and negative applicability. For each regulation (at a citation level) and condition of the consent decree, the following items were documented:
The team also worked directly with environmental managers to facilitate implementation of the compliance system. Using Microsoft Excel and Access, in addition to the site’s email system, the team documented the completion of each task, including results, necessary follow-ups and action items.
Finally, the team developed “compliance strategy” documents to provide refinery plant personnel with an abbreviated tailored document to identify specific requirements by affected equipment and sources at the facility. These documents provided a summary of each applicable federal regulation in a concise, reader-friendly format to communicate requirements to plant personnel who were not familiar with environmental regulations. These requirements included monitoring, testing, record-keeping, reporting, emission limits, controls and compliance deadlines associated with equipment specific to each unit of the refinery, as applicable.

Key Challenges
The clients have two suppliers in China who produce a magnetic powder which is categorized as a new chemical in China. The regular registration requires more data and strict expert evaluation, and the testing period is long. The key challenges faced include developing declaration plan, selection of testing laboratory, test tracking until obtaining qualified test report, and reparation of declaration dossier and risk assessment report.
Innovation / Best Practice
Based on QSAR prediction analysis and data retrieval, we developed a compressive and reasonable declaration plan and testing proposal to follow, which made the whole process smoothly.
Arcadis conducted all the tasks as expected in the plan in a professional and effective way.
The tests of the lab are well tracked to ensure tests are performed as the plan and obtain qualified test reports.
Outcomes
The test results are consistent with the expectations, and all test items have been carried out according to the plan and achieved the expected goals.
The test projects and registration form development are arranged reasonably, ensuring comprehensive coverage of all key functions and scenarios.
