A striking example of this is the introduction of the Housing Benefit Plus, which has more than tripled the number of eligible housing benefit recipients from 600,000 to around 2 million households at the start of 2023. In simple terms, in order to maintain the status quo, the number of specialists in the city administration would also have to at least triple.
This has not happened. But how is this obvious problem to be solved? Many departments have already been reaching the limits of their capacity for several years. The result: dissatisfaction, lack of motivation, overwork and increased absenteeism due to illness. So the problem is getting worse and worse. At the same time, the areas of responsibility are getting bigger and bigger.
