Planning permission for Clifton Suspension Bridge
The Bristol Planning team has secured planning permission and listed building consent for the installation of a new lighting scheme on the Clifton Suspension Bridge in Bristol.
The Bridge and its respected Grade I listed status, is an iconic symbol of the city of Bristol and the Southwest. The state-of-the-art installation will consist of a low-energy lighting system that will enhance the experience of the iconic structure and result in improved safety and security lighting. The new lighting control system will enable the Trust to creatively light the Bridge in different ways and colours, giving the unique landmark an artistic ‘visual voice’.
Gareth Jackson (Partner) and James Ellis (Senior Planner), supported by Hoare Lea as lighting designers provided advice to the Clifton Suspension Bridge Trust over a 2-year period of iterative design and public consultation. Owing to the detailed planning strategy, we were able to work positively with both Bristol City Council and North Somerset Council, as well as Historic England, to reach a successful outcome for all parties.
Since appointment, Carter Jonas’ involvement has extended to other teams to provide a holistic support and delivery of multiple
service lines.

Lansdown Crescent Red Book valuation
for secured lending
A longstanding financial client asked us to undertake a Red Book valuation for secured lending reliance on a substantial Grade I listed property on the prominent Lansdown Crescent in Bath.
The property had been the subject of a two year renovation project, which had seen it divided from the neighbouring property and fully restored to its Georgian glory, whilst being finished to the highest of specifications and making it one of the principal properties in Bath.
Our specialist Registered Valuers were able to utilise their knowledge of the market (both on and off market transactions), coupled with real time market data from our agency colleagues within the city made us ideally placed to understand the intricacies of both the property itself and the prime market within which it is positioned.
The swift mobilisation of the team enabled the deal to be done quickly and we have since been instructed to undertake further work for the same client and their customer.

rent review
Having advised Hargreaves Lansdown on a relocation of its head office to One College Square, Bristol in 2010, Carter Jonas advised the financial giant on its rent review on 29th September 2019.
Hargreaves Lansdown occupies approximately 103,000 sq ft at Harbourside in a prominent position fronting the A4 Anchor Road.
One College Square is a highly attractive headquarters building with a huge, glazed façade and a large open atrium.
The building was acquired on a shell and core basis with the tenant undertaking an extensive fit out. This incorporates all office areas with raised floors and chilled beams, passenger lifts, toilets and all services. Parking as well as showers is located at basement level. One College Square is owned by Sampension KP International A/S.

Building Consultancy for 24 Queen Square
The Carter Jonas Building Consultancy team supported the client with dilapidations advice, project management, contract administration, principal designer and carrying out a pre-acquisition survey and a listed building survey.
The team was initially appointed to provide terminal dilapidations advice associated with the expiry of a long-term lease in 2018. Further support was then offered to include technical dilapidations advice, engaging a specialist to provide Section 18 input and other professionals as necessary to reach a settlement in late 2021.
During the dilapidations process, the team was instructed to procure major works advice including the preparation of a comprehensive specification and obtaining competitive tenders from locally sourced contractors during Q2 2020. We provided advice and recommendations to appoint a contractor under the terms of a JCT Intermediate Contract.
Our experts led on the detailed and arduous pre-application process, followed by Planning and Listed Building Application during 2020, which resulted in permission being granted in November 2020.
Works commenced on site in September 2020 to include full refurbishment and renovation of the external main fabric and internal parts. The building has subsequently been stripped back to the core fabric in order to stabilise and ensure a sound footing before being put back together again. During the construction phase, specialist input was obtained for structural works together with mechanical & electrical packages.
Total project costs were in excess of £1.5m with completion in
June 2023.

Priorwood Industrial Estate disposal
Unit 1 Priorwood Industrial Estate, Taunton, located a short distance from M5 J25 on Venture Way, approximately 1.3 miles to the Taunton station, offered almost 26,916 sq ft of commercial space.
Carter Jonas was instructed by Geist Europe Ltd and put forward a marketing strategy to dispose of Unit 1 with the aim of achieving best value. The unit received high levels of good quality interest, from which multiple offers were received.
Carter Jonas successfully negotiated a Long Leasehold sale to Summerfield Developments, a local property investment company looking to expand their portfolio.
Geist Europe Ltd were delighted with the outcome and price achieved given the properties complicated tenure.

The Arcade lease consultancy and lettings
The Arcade is a historic Grade II listed, covered walkway that sits in the heart of Bristol’s Broadmead shopping area.
Our professionals have provided retail lettings and lease consultancy advice on the site since 1985. With entrances on the pedestrianised street of Broadmead and by The Horsefair, the Arcade is adjoins retail leaders Boots, Marks & Spencer and Primark.
The Arcade in Bristol (which took design inspiration from the Burlington Arcade in London) has been serving shoppers since 1825 and comprises over 20 shops. With mostly independent retailers, the walkway offers a wide-range of goods and services to Bristol City Centre.

Red Book valuation
for loan security
Carter Jonas were instructed to undertake a Red Book residual valuation of 6 residential units and 2 commercial units in Cheltenham for loan security purposes. The site totalled c. 0.3 acres.
The lender required values based on the following Special Assumptions:
• A change of use for the commercial units to residential dwellings
(C3 Use).
• That all works were completed at the date of valuation (Gross
Development Value).
We inspected the site following desktop research and market analysis of end values and construction costs to critically appraise the borrower’s forecasts.
The SWOT analysis within our report provided a holistic appraisal of the site which our client, the lender, found very helpful and reassuring.

Portfolio valuation
Carter Jonas were instructed by a private client to undertake a valuation of a commercial portfolio throughout Bath and Wiltshire for accounts purposes. The portfolio comprised a combination of contemporary offices and warehouse units.
Carter Jonas were required to undertake a full inspection of the properties and prepare a valuation report in accordance with the appropriate sections of the current RICS Professional Standards (PS) and the current RICS Valuation – Global Standards, incorporating the IVSC International Valuation Standards and the current UK National Supplement (the ‘Red Book’).
The asset was fully let at the time of inspection and we therefore adopted the investment method of valuation. In addition, we liaised extensively with our Agency colleagues who are active in the wider region and who were able to assist with comparable evidence and market knowledge.

Clandown Farm valuation advice
and sale
Clandown Farm is situated on the outskirts of Radstock, within the Somerset countryside. It comprises a detached 5 bedroom farmhouse, two 3-bedroom cottages and a large range of traditional and modern farm buildings. In all the farm extends to 433.62 acres (175.48 hectares).
The farm had been tenanted for numerous generations and our Bristol team was instructed by the landlord to provide expert valuation advice to assist them with their discussions with the tenants, who had decided to surrender their tenancy of the farm. On reviewing Clandown Farm with our team, it was decided to market the farm for sale.
Our Bristol agency team prepared a full marketing schedule and pack, including both legal and marketing and material. The farm was launched to the market in early summer with a guide price of £4,350,000.
The marketing campaign including both national and local marketing campaigns and included high quality marketing material, resulting and several viewing days during the summer. Subsequently the farm was successfully sold later the same year.

Located on Bristol’s vibrant waterfront, Wapping Wharf is a case study in successful place-making. It has rapidly become the “go-to” destination for the city’s discerning shoppers, foodies and now businesses.

Town Centre
The Planning team successfully achieved planning permission for the first stage in the regeneration of Clevedon Town Centre through the reconfiguration and extension of the existing retail unit and the construction of 39 new senior living apartments. The development will also include a new gym and complimentary food retail unit as well as new areas of public realm and improved landscaping.
Following extensive pre-application engagement, a full planning application was submitted to North Somerset District Council in 2020 with further amendments to the scheme submitted in 2021. The scheme was put before the planning committee with a recommendation for approval in November 2021 where, after much debate, the planning committee motioned to approve the scheme subject to the completion of a S106 Legal Agreement.
The Planning team negotiated the complex S106 Legal Agreement, which was finalised in 2022 with the decision notice issued shortly afterwards. The Planning team is now gearing up to support the applicant through the construction process advising on CIL related matters and the discharge of planning conditions.
