INTRODUCTION
During our nearly 50 years, Chemonics has significantly expanded our capabilities and global impact to become a leading sustainable development company. As global teammates, we work together dedicated to the same purpose and overall mission, to make the world a better place to live by promoting meaningful change around the world to help people live healthier, more productive, and more independent lives. With optimism and resilience, we have risen to these challenges together and have continued to evolve and grow. We are now a community of more than 5,000 professionals who connect and collaborate with one another in flexible, hybrid workspaces around the world. Over the past three years, we expanded our core USAID work while continuing to pursue mission-driven opportunities with new clients. We launched a new commercial supply chain business line, Connexi, and established a new U.K. office and our Chemonics UK business line, providing services to the U.K. Foreign Commonwealth and Development Office (FCDO) and other clients. We acquired the government services arm of energy firm Nexant and made equity investments in OnFrontiers and Tomorrow.io, a weather-tech data startup, respectively, to enable us to leverage technology and data for ever greater impact. We also became a limited partner in the Transform Health Fund, an impact investment fund. These opportunities signal the beginning of an evolution toward expanding how we can facilitate and create impact around the world.
By 2028, Chemonics will be a sustainable development leader, achieving exponential positive change around the world as a family of companies that are strategically connected and doing fundamental good by supporting the communities where we work.

Chemonics’ culture is always evolving and has enabled us to work together to achieve tremendous global impact and value for more than 47 years. In March 2020, the COVID-19 pandemic propelled us into new ways of working and our resilience and agility were tested. Some of us wondered how this would impact our culture and who we are. Fortunately, as we always have, we pulled together as a community, found new ways to connect and collaborate, and achieved more growth aligned with our mission in the past three years than ever before. We have also made extraordinary progress over the last three years to advance other key elements of our culture that have been essential to the recent awards we’ve received.

Building on this strong foundation, elements of our culture remain essential to achieving the kind of impact and growth we envision together — because culture is about people, not processes or strategies. We are what brings our mission to life, our values to life. It is all of us who must live our values and ensure they are experienced in the way they are intended. And it is also up to us to operate with candor, speak out, and change things needed. The world is changing, and Chemonics needs to ensure that we are continuously adapting to it. The scale of the problems that humanity faces requires us to use our current structures, systems, and resources differently. It is undeniable that the impact we are creating throughout the world every day is primarily driven by locally generated or adapted solutions and implemented by our teammates from the countries and communities where these solutions are deployed. As the challenges we face transcend communities and countries, we must go beyond what we are contractually committed to and focus on scaling locally led solutions. By leveraging and synthesizing the data and knowledge generated on each of our projects, we can draw powerful insights about how to take the local impact we create every day to a global scale. The transformative potential of technology will considerably expand our impact at scale. Chemonics is already combining the power of data, knowledge, and technology to develop transformative solutions on programs like FEWS NET, PSM, and XCEPT, where insights are leveraged respectively to better detect famine, forecast health commodity demand, and assess cross-border conflict. There is an opportunity to enable staff by streamlining and ensuring access to insights; to institutionalize knowledge-sharing mechanisms that equip staff to adapt local solutions and share their expertise in timely and creative ways; and to capture successes more quickly and effectively, forming clear pathways for further impact and scale.

To support this vision, we will launch an Impact Lab in 2023 to ensure we are using data and evidence to create impact and value for our business lines (DG 4); optimize the flow of knowledge to and from our projects, practices, and proposals and enhance or introduce user-friendly tools that enable global teammates to rapidly contribute, share, and apply knowledge (DG 5); and to identify, invest in, and build on internal and external innovations with an eye to scaling for exponential impact and value creation (DG 6). By 2028, we will leverage our vast data, knowledge, evidence, and tools to create and access insights that enable us to replicate and scale our solutions for ever greater impact.
Growth and investment are critical to delivering on our five-year vision of leading exponential positive change in the world. At the starting point of this strategy, as an employee-owned company with limited debt, there is immense opportunity to deepen and diversify our capabilities to innovate and scale, strengthen our financial health, and dramatically increase our impact through investments. By 2028, we will be a family of companies that has significantly expanded Chemonics’ work both through the growth of our existing core business and through inorganic acquisition and investment that diversifies our customer base, increases revenue, improves margins, and significantly scales our impact through expanded capabilities. Through new investments, we will cement our status as a global leader for sustainable development and a force for creating exponential positive change. We will prioritize our core business growth that allows us to capitalize on the biggest growth opportunities with existing clients, and inorganic growth through acquisitions and investments that complement and create synergies with our existing capabilities and clients, increase financial returns (e.g., margins), and enhance our ability to innovate and scale to deliver even greater impact.

We aim to support the communities where we work and scale local solutions with the potential to impact millions of lives. Therefore, our unifying approach for all growth and investment initiatives is to be customer driven and empower local communities by investing in entrepreneurs and innovations that contribute to democratized sustainable development solutions. We will evaluate opportunities based on three primary objectives: 1. Shared mission. Invest in ways that propel our ability to scale our impact in pursuit of achieving our mission. 2. Financial viability. Invest in opportunities that contribute to the financial interests of shareholders while protecting the financial health of the enterprise and that represent our vision of the future of sustainable development. 3. Strategic value. Prioritize investments that deepen and diversify our capabilities to innovate and scale.
