Colliers will prepare an RFI to request building and site information. It will include the conceptual site plan and the project profile (investment, site requirements, employment, rail/trucks/autos per day, building specifications, utility requirements, etc.) The RFI will be distributed to state and local economic developers in the target area, real estate brokers, all Colliers offices in the region, developers, rail roads, as well as power and gas providers. Real Estate Analysis & Community Assessment
Phase Two
Every building and site will be assessed based on: • Construction/expansion potential • Topography, wetlands, proximity to airports • Risk factors to budget and schedule • Infrastructure to support facility operation: rail, power, water, sewer, natural gas, fiber, roads, traffic controls, ingress/egress • Zoning/land use/restrictive covenants • Neighboring land use and other developments near the property Colliers will evaluate all due diligence obtained on each property and will make a physical, on-site inspection of the "best" options. A site analysis and comparison will be provided, including Colliers' evaluation and recommendations regarding each location. The semi-finalist options will be inspected with client, and the short list of finalists will be selected.

Drive-Time Labor Analytics
A deep dive labor analysis is run based on drive-time configured labor markets for each short-listed option to ensure excellent labor quality and availability, and minimal union risk. Additional labor due diligence will be conducted in Phase 3 with interviews of 8-10 like-kind employers in each finalist location.
Drive-time analyses to assess depth and quality of the labor pool for current or proposed location. E-Commerce Distribution
A Fortune 500 retailer enlisted the Colliers Economic Incentives (CEI) team to negotiate inducements across a multi-state search region consisting of Arkansas, Louisiana, Oklahoma, and Texas. The project consisted of an initial capital investment of $140 million for an 850,000 square foot greenfield, build-to-suit e-commerce distribution center. The facility will employ over 1,200 full time employees and ramp up to over 2,000 direct hires.

A Fortune 1,000 automotive parts supplier engaged the Colliers team to negotiate incentives for an expansion of an distribution center in Indianapolis. Colliers guided the client in understanding the economic inducements that could occur with consolidating multiple facilities into one existing location and expanding that facility. The project included a capital investment of $35 million for new machinery and equipment and a 295,000 sq.ft. expansion of an existing site, alreay owned by the client.

A European metal smelting enterprise leveraged the Colliers Site Selection and Economic Incentives team to identify and evaluate greenfield site options and negotiate inducements across an eight-state search region along the East Coast of the United States. The project consisted of an initial capital investment of $350 million and 125 new direct jobs. The operation represents the first greenfield location in over 100 years for the company, and a strategic step to remain the top player in their industry globally.

A US-based food retailer sought to understand the implications of staying at their existing location versus relocating their global headquarters to a location with a long-term talent pipeline and access to global commercial air service. The Colliers Economic Incentives (CEI) team were leveraged for input into the overall business case by providing incentive packages to illustrate the cost offset of a move. The project consisted of a capital investment of $13 million and 150+ new jobs.

ArcelorMittal required a new 500,000 SF, $400 million galvanizing plant to process automotive exposed steel, supplying assembly plants in the Southeast U.S. The operating and site selection criteria were complex, requiring a 200-acre rail-served site at or near a river port, proximity to high-capacity industrial gas supplies, strong electrical infrastructure, low operating costs, skilled labor, and a favorable union environment. Colliers quickly analyzed the study area using the defined criteria. Suitable sites were identified in three communities in three states.
A 10-year NPV of operating costs was prepared to document the lowest cost market and establish a baseline for incentives.

Incentive and expense reduction for $21.5 million including income tax credits, tax abatement, construction of new roads, cash and grants, new on-site power station and construction of utilities.
EFACEC required a new 470,000 sq. ft., $170 million production facility to manufacture power transformers. EFACEC supplies transformers to electric utilities for use in large substations, and many of the company's products are oversized and overweight. In addition, selected raw materials are sourced overseas and some finished goods are exported. The selected site for the new operation had to be close to a major seaport and located on a rail line. In addition, large power transformers are virtually hand-built to customer specifications, which mandated the need for 700 highly skilled workers drawn from a large, high quality labor pool. EFACEC's complex site selection needs were easily modeled in Indsite. We identified 35 rail-served locations near major ports. Colliers compared and stratified the options to best match their site selection criteria.
Acquired 50-acre site with rail at no cost to EFACEC. Identified the market to recruit and hire 700 workers. Negotiated incentive and expense reduction of $11 million: recruiting and training funds, permit fee waivers, property and income tax abatement, and infrastructure improvement for rail siding.

North American Pipe required a rail-served site or existing building large enough to accommodate a 300,000 sq. ft. PVC pipe plant to serve the western United States. PVC pipe has very low profit margins with extraordinarily high shipping costs. Achieving the company's profitability goals hinged on locating in a community close to the large customer base in Southern California, but with low operating costs and excellent rail service. Site selection requirements included labor union avoidance, low electricity costs, excellent labor quality and availability, and a location where major rail would make daily delivery of raw materials. The site search focused on Arizona, Nevada, and Utah to achieve lower operating costs. Three viable alternatives were identified through the Indsite and site selection analysis, two of which were greenfield sites, and one existing building.
Colliers negotiated a sublease with the existing tenant and a purchase option from the owner, even though the existing building offered a fast-track solution but was encumbered by a complicated ownership and lease structure. Quick occupancy for North American with minimal upfront costs. Incentive and expense reduction of 20% of capital investment.

Confirming the project capital investment, net new jobs to be created, and the geography of the finalist locations needs to be confirmed before contracting. The fee is equal to the percentage of total monetary savings negotiated. (Example: Total Incentive Package ($) Saved x Percent (%) = Colliers Fee) Any non-economic or in-kind incentives will also be negotiated as part of the service. The fee is due at the acceptance of the incentive package with the authority having jurisdiction. Termination fee of $XX,XXX if the project is cancelled, put on hold, or does not move forward.

While at Allstate Bret held a variety of roles including Unit Manager within Brand Strategy, where he partnered with internal clients to develop both quantitative and qualitative metrics to that defined what it meant for an agency owner to be a “trusted advisors,” the organizations number one business priority that year. While working as a senior analyst on the agency economics team, he was selected to serve on a cross functional team comprised of the top data scientists, engineers and analysts across the organization charged with developing a model that identified inefficiencies in the agency compensation system and designed solutions to redistribute capital to drive profitable growth for the organization.

Area of Expertise Bob serves as an economic incentives practice leader for Colliers in Chicago. In his role, Bob works across North America to negotiate and secure local and state economic credits and incentives for our clients. Prior to joining Colliers, Bob served as senior vice president at CresaPartners LLC. He joined Cresa in 2016 after spending over 11 years as director of economic development with the State of Illinois Department of Commerce, where his primary responsibilities were in business development, vetting all in-bound economic incentive requests for the legitimacy of each business case and determining the appropriate awards. Prior to his time with the State of Illinois, he served as a director of corporate development for Steris Corporation, where he led a team in the assessment of potential corporate acquisitions, closing several global deals with a market value of over $500 million. He also worked at A.T. Kearney as an associate in the strategic services group.
