When the county first implemented CORE, LeeAnn wanted to start slowly by working one-on-one with each department. And even as many department heads voiced concerns about learning how to balance their payments, after LeeAnn showed them how to use CORE and they were off and running.
One of the key benefits of implementing CORE for Beaver County has been the simple act of giving taxpayers payment options. The convenience of paying with their credit or debit card is an expected payment option in today’s modern world, and now Beaver County residents can utilize those options with county payments, too.
With CORE, the Treasurer’s job of balancing and reconciling has become so much easier. They can balance their records daily. And if any fraud or suspicious activity appears in the reports, the system flags it—alerting the team to any problems.
Looking forward, Beaver County plans to implement more billpay options and ticket processing, all through the CORE platform. The county fair, local campsite rentals, and other recreational sites—that accept payments for boat rentals, kayaks, paddleboards, and other equipment—are all prime opportunities for online payments.
SOLUTION
Beaver County reviewed at least three companies in their search for an online payment solution, but after a rigorous pitching and review process, they selected CORE. After implementing CORE, each department was assigned their own fees page. Keeping each department separate was one of the selling features of CORE—each department’s page needed to be customized to their specific needs—and presented to the customer in an easy-to-navigate, user-friendly design.
One great example of customization is the page built for the Little Britches Rodeo. Residents can visit the page online, register for the event, and then pay for however many slots they need.
On the backend, LeeAnn accounts for every transaction that comes through the county website with CORE, relieving pressure and responsibilities from other department heads. Every morning, LeeAnn collects her CORE report, detailing which payments came in within the last 24 hours and which payments have been processed. Next, she sends over a copy to the county’s bank, reconciling what’s been processed with what’s available in the bank.
EXECUTIVE SUMMARY

CORE was perfect for our county. Although lower fees is an easy pitch, what made CORE standout was their ability to partner with us in creating processes designed to accept and process payment from each department. It was an easy choice.
LEEANN DALTON
Treasurer, Beaver County - Utah
Ready to modernize the billing and payment options for the Beaver County constituents, LeeAnn Dalton faced a few challenges. The county staff was concerned that by offering credit and debit card options online, it would significantly change the way they reconciled their accounts and add more work to their month-end responsibilities. The county also had unique needs for each department—from rodeos to typical county payments, each fee would need to be addressed with a customized plan.
After LeeAnn found and implemented CORE, everything fell into place. Online payments added convenience and ease to the constituents, modernizing the payment experience for Beaver County. Internally, the County found that balancing their accounts was simple. Real-time reports offered real-time reconciliations. With CORE’s customizable platform, each department was able to stand up a unique page, specific to their fees and payment options. Since 2012, Beaver County has seen a steady increase in online bill payments, saved time with real-time reconciliation reports, and modernized their offerings to residents.
“I knew I needed to look for a company that would help me transition into accepting online payments. I also needed help building a platform that would address department needs and specific fees.”
“It’s so easy to balance and reconcile payments with CORE. And if there are any problems, I’m notified right away. That’s a huge plus for me—security and risk management.”
“CORE is so easy to work with. We created individual pages for each department. And every page can be easily customized to exactly what we need. Plus, it’s user-friendly for both our residents who are using it to pay their bills online as well as focus on the backend, who process those payments.”
As the Beaver County Treasurer, LeeAnn could see that the trend in billing and payments was growing rapidly to credit cards and online payments. But in her county, there were concerns about offering such a change to the residents and county staff. Questions from the internal team surfaced: How would it impact month-end responsibilities? How would it change the way they balanced their books every month?
But the driving force to look for change was simple. LeeAnn knew that constituents were using their credit cards and frequently using online payments in other areas of their lives, and it would be a logical transition for payments to the county.
CHALLENGE
For our county, implementing CORE has been one of our best decisions. Accepting payments, adding it to our website, all of it has added convenience for our residents. I was looking for something that was more user friendly, CORE is just that.
