Results
After the county started advertising online payments, they saw results immediately—doubling the number of online payments since 2014. For many constituents, they have multiple tax bills due at the same time. The county adjusted the backend process so those constituents had a seamless, smooth experience online.
And now, during tax season, the county doesn’t need the additional resource to help process all of the manual payments. With CORE, more constituents are paying online, experiencing a user-friendly and seamless experience, and saving everyone time. Overall, CORE has made the Grand County team’s job faster, easier, and more efficient. It’s provided constituents and the county with the modern convenience of online, digital payments.

Modern, convenient experiences
for constituents
As constituents learned about the opportunity to pay their once-a-year tax bill online, many started to sign up for that convenient option, saving both constituents and the county time and resources. With CORE, more constituents are paying online, experiencing a user-friendly and seamless experience, end-to-end.
"There are definitely advantages to having a lot of the payments in the CORE system that we can download. I use them to complete data analysis—it’s very easy to make customizable reports. In CORE, all the information and data is available, so you can pull it the way you want to."
Enhanced financial data integration
Before the county was fully utilizing CORE, it was difficult to pull reports and analyze any available financial data. But now with CORE, all of the data is available in real time

CHRIS KAUFFMAN
Treasurer, Grand County - Utah
The overall effect with CORE in our office was really making [our jobs], especially tax season, a lot more doable and less stressful. CORE has given us more time— and that’s the biggest impact overall.

With CORE, the Treasurer’s job of balancing and reconciling has become so much easier. They can balance their records daily. And if any fraud or suspicious activity appears in the reports, the system flags it—alerting the team to any problems.
Looking forward, Beaver County plans to implement more billpay options and ticket processing, all through the CORE platform. The county fair, local campsite rentals, and other recreational sites—that accept payments for boat rentals, kayaks, paddleboards, and other equipment—are all prime opportunities for online payments.
Solution
Once Chris Kauffman was elected Grand County Treasurer, he saw an opportunity to utilize what was already implemented and integrated into the county’s system—CORE. His first order of business was to increase constituent awareness of digital payment solutions.
The county started advertising information about online payments on tax bill mailers. They added to the county website — providing more information about online payments and making the payment solutions easier to find. During tax season, Grand County often had to bring in a third employee to assist in all of the extra work—processing payments, depositing checks, and pulling reports. The physical payments imposed a large time constraint for the county.

“It’s so easy to balance and reconcile payments with CORE. And if there are any problems, I’m notified right away. That’s a huge plus for me—security and risk management.”
