Once Chris Kauffman was elected Grand County Treasurer, he saw an opportunity to utilize what was already implemented and integrated into the county’s system—CORE. His first order of business was to increase constituent awareness of digital payment solutions.

Most citizens in Grand County, Utah were paying property taxes with a check in the mail. Digital payment solutions were available, but heavily unadvertised and underutilized. During tax season, an extra employee was required to help manage the manual processes of sending bills, opening mail, scanning checks, entering information, and depositing checks on tight deadlines. After implementing CORE, the county improved the operational efficiency of tax season, converted more constituents to paying online, and grew from just 200 online payments in 2014 to over 2,000 in 2020, totaling over $3 million in just one year.

In 2015, when Chris Kauffman was elected Treasurer in Grand County, Utah, online payments were already available, but citizen awareness of the option was moderately low. The county had implemented CORE for making online payments easy and convenient for constituents, but because of low adoption, Grand County was spending a lot of time and effort processing manual payments—opening envelopes, scanning checks, manually entering in all of the information, and then depositing checks at the bank.
For the Grand County team, they faced a few more challenges than manually entering payments and depositing checks. One of the biggest struggles was collecting annual property taxes—the final amount typically unknown until 60 days before the due date. Payments range from one lump sum to staggered monthly payments.
During tax season, Grand County often had to bring in a third employee to assist in all of the extra work—processing payments, depositing checks, and pulling reports. The physical payments imposed a large time constraint for the county.
CHALLENGE
The overall effect with CORE in our office was really making [our jobs], especially tax season, a lot more doable and less stressful. CORE has given us more time--and that’s the biggest impact overall.
