Back in the day, many developers observed vacant fields and saw a mall, or office buildings, or residential. Cullinan Properties visualized them all together, complementing each other and enriching their communities. Long before other firms recognized the synergies of mixed-use developments, we were building them in the Midwest, utilizing our unique expertise in residential properties to create live and work communities that produced outstanding results for our patrons as well as investors. And our newest project, Rock Run Crossings, will be our most remarkable yet!
The genesis of our vision comes from Diane Cullinan Oberhelman and the team she inspired. Diane began working in real estate in the early 1980s and founded Cullinan Properties in 1988 at a time when women were rarely at the helm of real estate development.
Diane quickly saw the opportunity to expand the company’s capabilities in commercial brokerage, office, infrastructure and industrial development throughout central Illinois. We established ourselves as a unique, go-to development company for landmark projects in Central Illinois (the Downtown Peoria retail/office Hamilton Square, the residential WeaverRidge with its own golf course and EastPort Marina). Combining these different uses into one synergistic project was the natural next step, and we completed our first mixed-use project in the 1990s, well before larger, national development companies entered the field.
The new millennium saw us expand into a full-service development firm and take on even more complex projects, including One Technology Plaza, the conversion of a former downtown department store site into office, retail and a parking deck; and the spectacular Grand Prairie Developments, a neighborhood unto itself with retail, restaurants, entertainment, offices and luxury apartments.
In the 2010s, we brought our expertise to markets around the country, developing one of the largest freestanding Veterans Administration clinics in the country in Austin, TX; the live-work-play Streets of St. Charles in Metro St. Louis, MO; and The Levee District, with retail, restaurant, office, hotel and civic uses in Central IL.
The 2020s will see our largest mixed-use project yet: Rock Run Crossings in SW Metro Chicago, IL. Located on over 300 acres in a fast-growing Chicago suburb, Rock Run Crossings will boast unique retail and dining, entertainment, office, multifamily and hotels to create a 24/7 community. It’s everything we’ve ever done — and more.

Now the premier live/work/play/shop destination in metropolitan St. Louis, Streets of St. Charles was once the locally-renowned Noah’s Ark Restaurant and Hotel. Vacant for decades after its mid-1990s closing, Cullinan acquired the land in 2007 and expertly situated more than 1 million square feet of residential, office, entertainment, unique restaurants, hospitality and retail uses on just 27 acres. The property continues to grow and evolve with nationally known Funny Bone Comedy Club recently having opened and Hot Box Cookies opening later this year, as well as construction on an additional multi-family building that will commence before the end of 2021, adding 250 upscale living units to the property. Limited space remains for additional retail development.

The Levee District has been more than just a successful mixed-use project on its own. It launched the rebirth of business in the community. A Caterpillar Inc. manufacturing site until 1998, Cullinan redeveloped the 86-acre site that opened in 2012 into a strong mixed-use center (including unique, locally-owned businesses) that draws guests from numerous counties on both the east and west sides of the Illinois River. In addition, other businesses were drawn to the area, doubling the offerings to the population. The tenant mix at The Levee District continues to grow with the recent opening of Panera Bread and announcement of Crumbl Cookies opening in early 2022.

The epitome of phased development, this former greenfield space in north Peoria was championed by Cullinan Properties with the Shoppes at Grand Prairie, a 500,000-square-foot lifestyle shopping and entertainment area that opened in 2002. Today, Grand Prairie Developments comprises nearly 2,000 acres of grocery, office, medical, multifamily, hospitality, entertainment, retail, restaurants, governmental and even educational uses, and continues to further its offerings, attracting visitors from a 30-county region with a population of 1.7 million. And it continues to expand, with a few choice parcels of land available to serve area residents, business travelers, and those who visit area attractions.

While many enclosed malls are struggling to stay relevant in today’s market, our Quincy Town Center — formerly Quincy Mall — is different. Now we’re bringing all of that knowledge, skills and perseverance to our ultimate project, Rock Run Crossings, in Joliet, Illinois, to be built on the northeast quadrant of the I-55/I-80 interchange at the Gateway to Chicagoland. The site has regional access from Chicago, Central Illinois, Iowa and Indiana markets, with traffic counts estimated at 230,000 vehicles per day. A new interchange is currently under construction and will provide access directly into the development.
