THE CENTRAL BANK REPORTING CONUNDRUM
Did you know?
Jonathan Silverman Director of insurance solutions, Microsoft
Insurers are recognizing the value of having access to unlimited compute capacity for risk modeling and . . . making substantial cost savings with infrastructure related to the risk modeling workload.
The world’s first central bank was established in 1609 – The Bank of England.
FACT:
After the financial crisis of 2008, policymakers charged central banks, statistical reporting agencies and ministries of finance were charged with a vast expansion of supervisory duties for more accurate, frequent and detailed statistical information. Regular reporting on inflation rates, gross domestic product, consumer price indices and other balance of payment information was suddenly necessary to monitor global financial health. Institutions such as the International Monetary Fund (IMF) and World Bank assumed oversight of the economic surveillance. As the system matured, new regulatory frameworks, such as System of National Accounts (SNA), Balance of Payment Manual 6 (BPM6) and Basel III, emerged to help set the standards.
While reporting requirements advanced at a steady pace, technology has lagged. Few organizations possessed the computing power to store, normalize and retrieve the large amounts of time-series data needed to compile accurate and timely statistical reports, much less perform the thousands of complex formulae involved in the process. Collecting and converting data from one frequency to another, validating it, correcting errors and formatting it to meet Statistical Data Metadata Exchange (SDMX), BPM6 and Basel III standards frustrated reporting teams. And, with data coming in from varying domestic and international sources, not even added headcount offered relief. After the recent pandemic, the need for a more unified, automated reporting solution became even more urgent. That’s where central bank reporting met an easier way to comply with FIS® Market Data Analyzer (formerly MarketMap Analytic Platform).
Rick Yuan Head of actuarial modeling and transformation, AIA Group
We needed to run a projection tens of thousands of times to come out with a range of possibilities. One solution was to purchase more hardware, but the obvious winner was move to the public cloud. The beauty is you can tap that capacity when you need it and switch it off when you’ve finished the calculation.

Components can be plugged in side-by-side with existing systems to enhance analytics instantly. Or you can roll out an end-to-end platform that combines data and software focused on specific workflows.
FIS Market Data Analyzer is an enterprise-grade solution for end-to-end collection, validation, analysis and dissemination of high-volume time-series data in central bank and statistical agency compliance research, reporting and forecasting. It imposes the required industry regulatory frameworks for improved accuracy, including SMDX, BPM6 and Basel III, and adheres to the General Statistical Business Process Model (GSBPM) for efficient, standardized statistics production. The solution combines leading-edge, vector-based data warehousing capabilities with business intelligence (BI) reporting tools, statistical data exchange portals and powerful desktop analytics in a customized platform, available at a subscription price with support and documentation included.
FIS Market Data Analyzer with memory mapping performs read-and-write operations of time-series data 7 times faster than most of the standard relational database systems (e.g., Sybase, MySQL) and only requires 70% disk space to store 100% of the data.
And all the while, you’ll need to keep taking care of both the hardware and the software that it’s running, as well as managing all the operational risk. Plus, while your staff may get to know the system, when they move on they take their expertise with them.
With so much costly, inflexible IT to manage, your on-site infrastructure could be holding you back.

A FULLY INTEGRATED STATISTICAL PRODUCTION FRAMEWORK
GSBPM is the framework used for building transparency and reproducibility into statistical production. FIS’ Market Data Analyzer incorporates six GSBPM business processes.
But beyond lockdown conditions, there are more reasons than ever to run your organization’s most powerful systems in the cloud.
Produce outputs in different formats for report dissemination, including date-oriented parameters and custom inputs such as start date, end date, reporting country, etc.
Dissemination
Reject or approve the data to build a golden copy before promoting it to the next level; expand the formula to view underlying series and equation values and perform time scaling to view the results; visualize the data using a variety of charts and apply more than 300 analytical functions.
Process & analyze
Collect data from external reports or internal departments in different formats and download the template to populate and submit the data.

CASE STUDY: SOVEREIGN REPORTING FOR AN ISLAND NATION
The central bank of an island nation needed to submit quarterly data in BPM6 format on balance of payments and international investment position to the IMF.
Reduced formula calculations from one day to less than 30 minutes. Eliminated time, effort and cost of preparing BPM6 reports via automation. Achieved 15 decimal precision values for more accurate reporting. Accelerated report publication through predefined templates for rapid results visualization. Leveraged 300+ analytical dashboard functions and customizable user-defined functions with ready-made R, Python and Tableau connectors for improved forecasting and time series analysis.
Results
The bank implemented FIS’ Market Data Analyzer solution, including its forecasting and modeling analytics engine and enterprise data manager, to support data collection, loading and validation, correction processing and BPM6 data reporting.
solution
Heavily dependent on international tourism, the bank was challenged to gather balance sheet data and other elaborate components. Details involving multi-currencies, foreign exchange rates, cross-border production processes, complex international company structures, issues associated with labor mobility and remittances, as well as securitization and special purpose entities hamstrung statistical departments, signaling the need for change.
