Yes, you can stay in Costa Rica legally while your residency application is being processed. Just make sure to carry proof of your application.

Can I work in Costa Rica with a residency permit?
It depends on the type of temporary residency granted. Costa Rica offers several types of temporary residency categories, but only those with a free condition (such as spouses of Costa Rican citizens) or temporary residencies sponsored by an employer allow the right to engage in remunerated work in the country. The sponsored temporary work permits will allow the foreigner to work just for the particular employer requesting the permit.
Can you get residency in Costa Rica by buying a house?
Yes, this is possible under the Residency by Investment category. The purchase must be made in your personal name (not through a corporation), and the property must have a registered value of at least USD 150,000 at the Costa Rican National Registry.
