In the Northwest health, wellbeing and crime ranked highly for businesses and communities. National statistics highlighted these concerns, showing above average rate of diseases, above average anxiety scores and higher levels of crime.

Example: East Midlands
In the East Midlands business priorities focused on jobs, transport connectivity and housing, with residents prioritising crime and anti-social behaviour, mental health and wellbeing and increasing wages. The national statistics reflected a mix of economic and social priorities.
Example: Southwest
In the Southwest, businesses prioritised investment in school education, better housing and improvements to digital connectivity. Local residents prioritised improving job opportunities, improving public transport and reducing levels of crime and anti-social behaviour - with government data often reflecting a different set of priorities.
Example: East of England
In the East of England health and wellbeing and crime were the top priorities for the region. This contrasted with the data that showed that a range of issues such as cancer diagnoses, life satisfaction, anxiety and crime were all below the national average.

Sources of data
This analysis draws on three sources of data:
The views of business
Captured through Grant Thornton’s Business Outlook Tracker, a survey of over 600 mid-market business leaders across the UK.
The views of communities
Draws on Ipsos Mori’s Levelling Up Index
This Index has been devised to track the public’s perception of the Government’s 12 Levelling Up missions. The data is based on a representative UK sample of 4,162 adults aged 16+.
The view of Government
Draws on the Levelling Up Indicators that the government identified as part of how they would measure progress. Through this process the government identified a number of national statistics that they would analyse for each Levelling Up mission.
Sources of data
Grant Thornton sourced this data using the identified sources at a local authority level. In some instances, where a particular indicator was not available at a local authority level we identified a suitable proxy measure. In all instances these proxy measures were still nationally recognised statistics.
