Message From The Superintendent
Beaumont ISD is an organization full of resilient and dedicated individuals focused on working collaboratively to do the work that we have been called to do. That work is to educate the 17,209 students in our community. If there is one word to describe our staff, students and community, it would be steadfast. During the past year filled with challenges, we have come together to fulfill the vision of our organization. I have seen the hard work, long hours and the willingness to pivot at a moment’s notice. I have watched as fellow teachers have come together to help one another navigate a “new normal,” and I have witnessed the fruits of these efforts. For this, I am truly grateful.
Gratefulness has been a driving theme for me during the past year. As I look at the big picture, I see the hard work we have done during the fall semester and how much it makes a difference to our children. As superintendent, I am grateful for the many accomplishments and celebrations that our team made happen that are included in this report. I realize that there have been struggles and frustrations over the stress of the work but I want our entire community to know that our efforts are not in vain. We will continue to do our best work for our students. We will continue to master accomplishing hard things, and in the end, we will win for our kids!
To our faculty and staff, I want to thank all of you for staying focused and loyal in your commitment to our students. And to our parents and community stakeholders, thank you for being steadfast in your resolve to entrust us as a district to educate the children of Beaumont.
No matter what difficult times we face, we will not fail. We will stay the course in our commitment to make every moment matter more.

Curriculum and Instruction
The Curriculum and Instruction (C&I) Department provides ongoing instructional technology training and support for all campus administrators, coaches and educators.
C&I created an educator and a parent tech support site to provide bite-size training opportunities on demand and provide parents with answers to tech questions.
The team has implemented COVID-19 Rapid Testing protocols, which have resulted in over 150 employees and students being tested within the first two weeks of the roll-out.

Instructional programs targeting the increase in academic achievement for English learners included:
Sheltered Instruction Academy
A district-wide training designed to give teachers the tools they need to implement the integrated use of second language acquisition methods.
A district-wide program designed to help prepare students for the listening and the speaking portion of the TELPAS (Texas English Language Proficiency System) state assessment.
Summit K-12 TELPAS Listening and Speaking Online Practice Program
Parental Involvement continued with the development of the Hispanic Parent Advisory Committee. The committee addresses challenges faced by Hispanic students and families within our community and school district. The committee seeks to enhance open communication and partnerships between parents and the District.
An Electronic Counseling Referral and Virtual Guidance platform was implemented. The platform provides responsive services in a manner of high accessibility that supports both virtual and face-to-face learners. All counselors have created an electronic form for teachers, parents and students to request to visit the counselor for any academic, social, mental health and wellness concerns.

Beaumont United High School Food Service staff now has a new kitchen and a renovated/expanded cafeteria.
Nine hundred hours during Hurricane Laura to protect BISD property and collaborated with the City of Beaumont Emergency Responders to stage citizens at district facilities, process and prepare for evacuation out of the city.

Community Support
The Department purchased new two-way mobile radios through the School Safety and Security Grant and can communicate with all local, county and other police agencies.
Streamline Communications
The Department assisted with District COVID-19 operations such as meals and educational packet distributions, transportation and welfare checks when needed by the administration.

The It’s Never Too Late Program was established in December 2020 to enable former BISD students who have missing credits or need to pass an End of Course exam to earn their high school diploma.

Transportation
Bus riders will receive a Smart Tag badge later this spring. The badge uses the latest technology for parents, campus staff and the District to ensure that students arrive safely to and from campus every day.
COVID-19 Safety
All 117 buses were equipped with hand sanitizer machines and the solution to disinfect the buses between each tier of the driver’s route.

Human Resources improved its teacher hiring process over the 2019-20 and 2020-21 school years to ensure highly-qualified and certified teachers service more students.

The Leadership Development Academy welcomed it’s first cohort of 14 members. The program gives potential administrative candidates the background knowledge needed to begin a career as an effective principal.
School Administration
The Technology Department received, provisioned and began preparing 8,000 Chromebooks and 1,700 laptops for distribution. During the spring, each BISD student will have access to a device to enhance their learning experience.
Technology
The Innovation Department began developing the community engagement plan for the Systems of Great Schools (SGS) work for 2021-22. The Texas Education Agency developed SGS, which calls for system-wide reform. The SGS strategy requires districts to strengthen and build upon the following: managing school performance, expanding school options and improving access to options and fostering school autonomy.
The team identified a high-quality partner to assume operations of the educational program at King Middle School in the 2021-22 school year.

Successfully implemented SolarWinds Helpdesk Ticketing solution for staff assistance with technology issues.
Finished the Dark Fiber
installation project and secondary circuit provisioning, making BISD connectivity and internet services faster.
The Business and Finance Department earned a Superior FIRST Rating of “A” for “Superior Achievement” under Texas’ School FIRST financial accountability rating system. The “Superior Achievement” rating is the state’s highest, demonstrating BISD’s financial management and reporting system’s quality.

BISD received the Amazon Future Engineer + BootUp Elementary Computer Science Sponsorship. The sponsorship will allow us the unique opportunity to prepare our elementary students for the future in computer science.
Career and Technology Education (CTE)
The Board approved an additional insurance program offering cost savings to the employees as well as the District.
Employees received two $500 stipends (Fall & Winter 2020).
The TEA Texas Mobile STEM Laboratory is coming to BISD! The mobile STEM lab program grant will provide engaging, hands on educational experiences for students and teachers using a custom-outfitted STEM learning space at King Middle School.
The District’s online curriculum platform is changing the way CTE prepares students for the workforce. BISD teachers have access to pre-built, fully customizable courses complete with multimedia lessons and supporting coursework.
Implemented Sanford Harmony Social Emotional Learning (SEL) Curriculum at all elementary campuses, provided a menu of SEL supports for all secondary campuses and developed the secondary SEL curriculum resources.
Special Education
Conducted an awareness campaign to inform the BISD community of the special education services available to them.
Community education initiative to educate families about the benefits of special education services and early childhood intervention.
Monthly newsletter for families who are part of the Deaf and Hard of Hearing community.
Outreach campaign utilizing various social media platforms to inform the Beaumont ISD community of the special education services available to eligible students.
