The historic legalization of adult use cannabis under the Maryland Cannabis Reform Act (RCA) ends decades of bad policy on cannabis and those who benefit from it. Adults over 21 can now legally possess a “personal use amount” of cannabis – up to 1.5 ounces of cannabis flower, 12 grams of concentrated cannabis, or a total amount of cannabis products that does not exceed 750 mg THC.
The CRA also establishes a process for expunging all cases in which possession of less than 10 grams of cannabis is the only charge and increases the amount of cannabis a person may possess that is subject to a civil fine rather than criminal penalty from 10 grams to 2.5 ounces. (Note: there will be a 1.5-ounce limit to purchase at all dispensaries). In every stage of legislation, ReLeaf Shop has been at the forefront of supporting social equity programs and the movement to expunge prior cannabis-related offenses in the state of Maryland.
The CRA also provides funding for studies on cannabis use and establishes a new Cannabis Public Health Advisory Council, which will study and make policy recommendations. The 9% tax (the same as alcohol) will go to a public health fund, a business assistance fund to increase participation in the cannabis industry by small, minority and women-owned businesses, and a community reinvestment and repair fund, which provides monies to communities disproportionately impacted by cannabis prohibition and enforcement.
