Customers must prove actual usage of processer cores by using the IBM License Metric Tool (ILMT) to be eligible for Sub Capacity licensing. Without these reports, Full Capacity licensing is assumed, often resulting in hefty claims.
Contract complexity
Every Oracle customer can have a unique set of T&Cs applied to a given contract at any specific point in time.
Indirect licensing
