Rather than see Net Zero initiatives as a ‘tick box’ exercise or an afterthought, teams across all areas of the public sector are committed to leading the way. Many are already using technology to deliver energy efficiencies and reduce emissions across a vast range of activities. From energy-efficient devices and flexible working, to consolidating multiple on-premise data centres in the cloud, the purchasing power of the public sector is key to improving environmental outcomes – and delivering Net Zero by 2050.
The short answer is: a lot.
So, what can technology do to help the public sector help the environment?
£1.2bn in grants available to help local authorities act on climate change
It is fair to say that the public sector plays a leading role in encouraging us all to recycle. Local Authorities are responsible for circular economy and recycling initiatives for their citizens. They are also committed to recycling the technology they no longer need. Many have programmes for donating refurbished laptops and other IT equipment to schools and pupils in need. Though this could go further. In some European countries, the public sector has a policy of using refurbished personal computers where feasible. That said, more manufacturers are including recycled materials within devices, like the Philips energy-efficient monitor, which is 85% recycled plastic and is delivered with 100% recycled packaging. Initiatives like these are sure to find favour with increasingly environmentally conscious public sector teams.
Recycling technology and the circular economy
Cloud computing can remove 1 billion tonnes of CO2 by 2024
The Welsh government has made a commitment to prioritise procuring goods and products that are made from remanufactured, refurbished and recycled materials. [3] But the public sector’s influence towards achieving Net Zero extends beyond its own use of technology and into the supply chain. From September 2021, companies bidding for major government contracts over £5 million a year must commit to achieving Net Zero emissions by 2050. [4] The new rules go further than the self-reporting of emissions that many large organisations already provide. Businesses will need to include business travel, employee commuting, transportation, distribution and waste for the first time. So, technology that helps reduce carbon emissions will also help any business supplying goods and services as part of a government contract.
Environmentally conscious procurement policies
There is no doubt that the shift to working at home due to COVID-19 restrictions drove down greenhouse gas emissions. The ONS again puts it at 10% - or 15 million tonnes of carbon dioxide (CO2) equivalent in 2020. Additional emissions from extra home energy used by people working remotely were more than offset by the reduction in travel emissions. Post-COVID, continuing a pattern of flexible working, where a person works at home two days a week, can save 622kg CO2 equivalent a year on a 20-mile round commute in a small family car. To put it in perspective, that’s around the same as powering a 60 Watt TV for five and a half years. [2] Technology had a major part to play in reducing emissions during the pandemic and continues to do so. The enforced need to work from home greatly accelerated the adoption of technology to enable remote working. Tools for audio and videoconferencing, collaboration and document and data sharing are now part of everyday life for many of us. Of course, they come with security concerns. Integrated solutions that offer enhanced, intelligent security features, such as zero trust controls, and allow robust compliance frameworks are essential. Particularly in the public sector arena where the personal data of citizens could be at risk. Technology that enables teams to work naturally while remote, and unifies IT management across users, devices, apps and services has helped the public sector remove the overhead of large, centralised headquarters. Police forces, for example, have been able to rationalise their estates and share headquarters with neighbouring forces for administration and any centralised activities. In the meantime, teams can be dispersed around the area to reduce travel costs and carbon emissions.
Flexible working reduces emissions
The public sector is under continual pressure to reflect changes in society. It has often been at the forefront of new ideas such as flexible working. In 2019, before COVID-19 enforced a pattern of remote working, an Office of National Statistics (ONS) report indicated that 42% of public sector workers worked flexibly, double that of the private sector. [1]
The UK’s public sector holds a significant sway in whether the Net Zero carbon emissions by 2050 target can be achieved both through the practices of public sector organisations, and through its policies and partnerships.
There is money available. The National Audit Office identified £1.2b in specific grant funding for local authorities to act on climate change in 2020/21. A local authority might be directly responsible for around 2-5% of local emissions. However, its policies and partnerships, especially regarding housing and planning, means that a local authority has influence over more than a third of emissions in the area, according to the Climate Change Committee. Much of this is down to housing policies and the use of technology for low-carbon heating and energy efficiency, which is what the specific grant funding is for. But the technology choices and practices of local authorities and other public sector bodies – police, NHS, councils, schools, etc. – has a big impact on decarbonisation.

Education experiences should be as consistently high-quality, inspiring and engaging as possible for students, whether remote or on-campus.
Technology’s responsibility, moving forward
At the height of the COVID-19 pandemic, technology’s role was to be a facilitator for education. But in this new phase, and in the future, it has a new responsibility: providing the kinds and standards of education experiences that are now needed. Unified experiences, bringing together remote and on-campus students. Engaging experiences that are valuable for students and fulfilling for educators. Better education experiences for everyone. Not all devices on the market will enable these experiences. Only some, such as the industry-leading Microsoft Surface Hub 2S, are capable of supporting remote, on-campus and hybrid learning completely successfully, across a wide range of scenarios. The technology that can rise to tomorrow’s challenges will show its true value in the weeks, months and years ahead.
Educators should be able to teach remote attendees as naturally and effectively as the ones sitting in front of them.
If you’re thinking that’s a tall order, you’d be right. It’s all too easy for remote students to feel disconnected and disengaged, with some students zoning out and others feeling disinclined to speak up or participate fully. Poor remote education experiences are often overwhelmingly passive – more like watching a video or webinar than attending a real seminar. Most people who study for a degree (for instance) only do so once in their lives, at considerable expense. They would rather not spend it merely watching a series of lacklustre webinars – to put it somewhat bluntly. Education experiences matter – and students will be judging them.
Covering all the bases and unifying sessions
So, as we’ve illustrated, there are now a range of scenarios that educational institutions may have to cater for in future:
The challenge educational institutions now face is to unify these sessions. That means using their technology to ‘bring together’ all the students as if they were learning in the same place. Equally, lecturers must feel as much as possible as if they’re teaching a unified group of students. Okay, so that’s all much easier said than done. But these are aims that educational institutions must keep at the top of their minds if they’re to succeed with new learning modes. The kinds and quality of experiences that universities offer will be paramount.

New possibilities for long-distance learning
Even when the concerns of the COVID-19 pandemic are far behind us, remote learning will remain. In the same way that employees and businesses everywhere are embracing the flexibility and new possibilities of remote working, many students and universities are keen to explore new learning options that are now possible. Overseas students are particularly relevant to this topic. Instead of facing the upheaval and expense of relocating themselves and their lives to another country, they may now be able to attend prestigious institutions overseas without being apart from their homes, friends and families. This is good news for students all over the world, and for universities wishing to make the most of this new long-distance demographic. But it adds another element to what is already a complex situation for education.
This is the first in a series of articles about the future of education and how educational institutions can best provide for students’ and educators’ needs as we move ahead.
The story so far
After a turbulent year, universities and colleges are carefully and gradually making their way back to normality. But the future remains uncertain. In this article, we’ll explore how educational institutions can prepare themselves for whatever comes next, and ensure consistently high-quality, engaging and inspiring experiences for students – wherever and however they’re attending.
In recent times, educational institutions have not known week-to-week or month-to-month whether lectures and seminars would take place on campus or online. And despite the cautious optimism of the present, they still cannot be certain whether the immediate or long-term future will see a return to completely on-campus teaching or periods of full-remote teaching again. One of the many lessons of 2020 is the importance of being prepared for dramatically, suddenly changing situations – both on global and local scales. The future could also require a ‘hybrid’ model of education that mixes both on-campus and online sessions, or even a mixture of both in-person and remote attendees in individual seminars or lectures. Students who are COVID-shielding, quarantining, or have other health-related concerns may still need to learn remotely when many of their peers have returned to campus. Their ability to access education is an important consideration for institutions everywhere.

All employees are now working on a secure, fully supported IT platform, giving the Trust peace of mind that patient data is secure. Having successfully adopted N365, the digital champions trained, and are now supporting, the wider team in making effective use of the new digital tools. As a result, all employees across all three sites are now using the approved platform – reducing the use of shadow IT and improving productivity. Employees now have a clearly defined ‘new way of working’ using N365, which enables them to collaborate more effectively, especially when working remotely. The digital champions reported that Whiteboard and Forms have been collaboration situations and gather feedback on training.
The Benefits
The NHS Trust chose Insight to supply its Microsoft N365 licences because it was confident that the Adoption and Change Management (ACM) team would ensure successful implementation of the new tools and deliver good value from its investment. Insight’s ACM team worked directly with the Trust’s employees to understand their current ways of working and determine any frustrations, challenges, and pain points. The Team then identified the features of N365 that would be most beneficial to employees’ efficiency, productivity, and collaboration, and helped the client to define the look and feel of a ‘new way of working’. The ACM team then set up a pilot group of digital champions within the NHS Trust and presented members with an Art of the Possible workshop, demonstrating how Microsoft N365 could benefit them in different scenarios. The ACM team worked closely with the Trust’s digital champions to empower them to successfully adopt N365 themselves and to bring other users on board. The training focussed on the tools that would bring the most benefit to the Trust’s employees, including document sharing and co-authoring (using SharePoint) surveys and evaluations (using Forms) and advanced Microsoft Teams skills. Following the training, the ACM team conducted a ‘lessons learned’ workshop to identify any further training requirements, and to refine the training program for the wider team rollout. Insight also provided technical support when the Trust migrated its SharePoint solution to the latest version of SharePoint Online.
The Solution
The NHS Trust’s on-premises IT estate was about to go out of support. It therefore urgently needed to ensure that patient data would remain secure. The Trust also wanted to improve communication and collaboration, as employees were spread across several sites, working in silos, and using traditional, paper-based processes. The pandemic made this need to implement secure collaboration tools even more urgent. Many staff were using their own software and hardware to communicate (shadow IT) and this was a particular threat to data security. The Trust therefore also wanted to ensure that all employees would adopt the digital collaboration tools and use them to work more efficiently and securely. The Trust planned to move to Microsoft N365 to address these challenges – but needed a partner to supply the licences and ensure successful implementation and adoption.

Where data integration is likely to make the biggest impact on NHS waiting times is by ensuring resources and critical equipment is available where there is most need for it. Conversely, it can allow patients to be diverted to facilities that provide the best care based on demand, resources and staff capability. The mismatch between capacity and demand is one of the main reasons behind growing waiting lists and backlogs, according to the NHS’s own Demand and Capacity programme. Robust demand and capacity planning requires access to data from diverse sources. Data integration provides the ability to base future decisions on historical data by building models of what has happened under different conditions. The more data you have, the more accurate your models are. Bringing together information from the patchwork of systems that characterises the NHS, provides a better picture of what actually happens across a wider environment. The value of isolated clinical data is limited without, say, demographic data or data about the patient journey. By looking at previous history i.e., what happened in these circumstances, and also at real-time data, the NHS can make a more accurate forecast of what is likely to happen. Integrating data gives the ability to model different scenarios with more confidence in the accuracy of the outcome. It helps the NHS consider more options and explore different outcomes at a digital level, without impacting the ‘live’ patient community. The integration of data across the whole patient journey helps Integrated Care Services (ICS), for example, better plan how to provide help and support in the community, in care homes or at home, and reduce the problem of bed-blocking. Freeing up acute beds means the NHS can admit more patients. This helps, if not reduce waiting lists, then at least prevent them growing at such a rate.

While advances in clinical and operational technology are driving improvements within NHS Trusts, there is a bigger picture around the use of data regularly collected through everyday interactions. Each patient interaction generates data; from blood-pressure monitoring and ECG tests to prescriptions and counselling services. All of this data creates opportunities and provides the building blocks to learn and improve services through data-driven decision making. The challenge lies in assimilating the data and making it accessible in a secure and compliant way. Of course, this challenge isn’t unique to the NHS. Many organisations have experienced the pain already. In many ways, the NHS is in a good position to learn from previous experiences to deliver a smoother, less painful digital solution. For many data-driven applications, the answer lies in bringing data together from disparate systems onto a common platform, often cloud-based, like AWS or Azure. Tools to pseudonymise the data are applied to protect patient privacy and ensure data security and data governance. The resulting data lakes become the ‘single sources of truth’ that is key to decision making. One of the largest and busiest Trusts in the UK built an integrated information hub early in the pandemic to manage how it, local councils and other partners would be able to handle the largest public health crisis in living memory. It brought together information, data and specialist knowledge to create a single, reliable pool of data for use by the Trust, its partners and other regional groups. Ultimately, the data outgrew the platform it was developed on and Insight created a powerful, secure and scalable Azure solution to serve up data for informed decision making.

Technology’s Impact
Technology plays a vital role in healthcare right across the sector. Much of it contributes to shorter waiting lists. Advances in technology like the mixed-reality capabilities of Microsoft® HoloLens 2 mean that patients facing multiple appointments with different clinicians can be seen in parallel. Images and data shared in real-time between medical experts both improves outcomes for the patient and means that clinicians can increase the number of patients they see, alleviating pressure on waiting lists. At an operational level, technology that breaks down communication barriers and streamlines the flow of information has a positive impact on waiting lists. Implementing Microsoft N365 (an NHS specific version of Microsoft 365) across NHS Trusts helps address the thorny area of collaboration and communication between departments [3]. This is a key objective of the NHS England Transformation Directorate, which has a remit to ‘digitise, connect and transform’ services using technology to provide system-wide improvements to planning and service delivery, helping to balance capacity with demand.
Somewhere in the order of six million people are currently on waiting lists for healthcare treatment [1] from the NHS. Before the pandemic it was 4.43 million. Health secretary, Sajid Javid, has said it could more than double to 13 million [2] as people who delayed treatment during the pandemic come forward. And bodies like the British Medical Association (BMA) predict that it will take years to clear the backlog. Even so, the post-pandemic needs for on-going infection control and staffing shortages caused by retirement and burnout, mean that ‘business as usual’ is unlikely to revert to pre-pandemic levels. As demand continues to rise, it will take longer to address the challenge of growing waiting lists. Inevitably, this will have an impact on patient health and people’s lives. The length of NHS waiting lists has been a recurring political hot topic over decades. What has changed in recent years is the availability of data – lots of it. The NHS and sister organisations are awash with it. Making better use of the huge amount of data the NHS generates has the potential to improve care and the running of services, including waiting lists.
