If the past two years have taught us anything, it’s the importance technology plays in our lives. And although we’re starting 2022 with a degree of trepidation, this is the year, we hope, that finally, we will leave the pandemic behind and seek to rebuild our economy, our lives and livelihoods. Technology has played a key role during the pandemic, helping organisations to swiftly adapt and build business resilience. Cloud and digital were no longer seen as a nice to have, but a must-have. 2022 has the makings of a year for further change, with technology playing a role in which organisations not just survive, but use digital tools to help them thrive. Back in Autumn 2021, the government set out its stall for public services in their annual spending review, promising to deliver ‘world-class public services’. In this edition, we examine just what the spending review means for public sector organisations in 2022 and how we can help your organisation to deliver modern, digital services as a result. It’s clear that, while the spending review brings some welcome news, public sector organisations will continue to face challenges over the next few years. Technology will play a key role in meeting those challenges. Much of the 3% increase spending power will come from council tax rises. Some of the increased funding will be consumed by higher workforce costs. Social care pressures continue to put a squeeze on council budgets.
Core Spending Power will increase by 3% a year in real terms by 2024-25. Public health grant will rise by inflation (by £0.5bn over 3 years). £1.7 billion allocated to ‘levelling up’ projects.

The extra £4.7 billion for schools will have to cover teacher pay rises. No increase in funding for students over 16. Spending is below the £15 billion recommended by independent experts.
A new £560 million Multiply scheme to increase numeracy for adults in the UK. £4.7 billion for core schools’ budget in England (around £1,500 per pupil by 2024-25). £1.6bn to roll out new T-levels for 16 to 19-year-olds.

No mention of extra funding for training the NHS workforce. Additional funding is needed to meet future demand for social care. More funding needed for the public health grant.
Health is one of the bigger winners from the 2021 spending review. The NHS will receive an extra £5.9 billion on top of everyday spending. £2.1bn of the £5.9bn total will be invested in technology and data.

The increase in spending on Education was below average. The increases follow on from cuts made in previous spending reviews. Local authorities will continue to feel squeezed.
Overall spending higher than expected. The spending is frontloaded to help tackle Covid-related backlogs. Transport and the NHS are the biggest winners.

All employees are now communicating and collaborating through N365 – reducing the risks associated with shadow IT.
• All employees are now working on a secure, fully supported IT platform, giving the Trust peace of mind that patient data is secure. • Having successfully adopted N365, the digital champions trained, and are now supporting, the wider team in making effective use of the new digital tools. As a result, all employees across all three sites are now using the approved platform – reducing the use of shadow IT and improving productivity. • Employees now have a clearly defined ‘new way of working’ using N365, which enables them to collaborate more effectively, especially when working remotely. The digital champions reported that Whiteboard and Forms have been collaboration situations and gather feedback on training.
The Benefits
The NHS Trust chose Insight to supply its Microsoft N365 licences because it was confident that the Adoption and Change Management (ACM) team would ensure successful implementation of the new tools and deliver good value from its investment. Insight’s ACM team worked directly with the Trust’s employees to understand their current ways of working and determine any frustrations, challenges, and pain points. The Team then identified the features of N365 that would be most beneficial to employees’ efficiency, productivity, and collaboration, and helped the client to define the look and feel of a ‘new way of working’. The ACM team then set up a pilot group of digital champions within the NHS Trust and presented members with an Art of the Possible workshop, demonstrating how Microsoft N365 could benefit them in different scenarios. The ACM team worked closely with the Trust’s digital champions to empower them to successfully adopt N365 themselves and to bring other users on board. The training focussed on the tools that would bring the most benefit to the Trust’s employees, including document sharing and co-authoring (using SharePoint) surveys and evaluations (using Forms) and advanced Microsoft Teams skills. Following the training, the ACM team conducted a ‘lessons learned’ workshop to identify any further training requirements, and to refine the training program for the wider team rollout. Insight also provided technical support when the Trust migrated its SharePoint solution to the latest version of SharePoint Online.
The Solution
The NHS Trust’s on-premises IT estate was about to go out of support. It therefore urgently needed to ensure that patient data would remain secure. The Trust also wanted to improve communication and collaboration, as employees were spread across several sites, working in silos, and using traditional, paper-based processes. The pandemic made this need to implement secure collaboration tools even more urgent. Many staff were using their own software and hardware to communicate (shadow IT) and this was a particular threat to data security. The Trust therefore also wanted to ensure that all employees would adopt the digital collaboration tools and use them to work more efficiently and securely. The Trust planned to move to Microsoft N365 to address these challenges – but needed a partner to supply the licences and ensure successful implementation and adoption.

Technology’s responsibility, moving forward
At the height of the COVID-19 pandemic, technology’s role was to be a facilitator for education. But in this new phase, and in the future, it has a new responsibility: providing the kinds and standards of education experiences that are now needed. Unified experiences, bringing together remote and on-campus students. Engaging experiences that are valuable for students and fulfilling for educators. Better education experiences for everyone. Not all devices on the market will enable these experiences. Only some, such as the industry-leading Microsoft Surface Hub 2S, are capable of supporting remote, on-campus and hybrid learning completely successfully, across a wide range of scenarios. The technology that can rise to tomorrow’s challenges will show its true value in the weeks, months and years ahead.

If you’re thinking that’s a tall order, you’d be right. It’s all too easy for remote students to feel disconnected and disengaged, with some students zoning out and others feeling disinclined to speak up or participate fully. Poor remote education experiences are often overwhelmingly passive – more like watching a video or webinar than attending a real seminar. Most people who study for a degree (for instance) only do so once in their lives, at considerable expense. They would rather not spend it merely watching a series of lacklustre webinars – to put it somewhat bluntly. Education experiences matter – and students will be judging them.
Covering all the bases and unifying sessions
So, as we’ve illustrated, there are now a range of scenarios that educational institutions may have to cater for in future:
The challenge educational institutions now face is to unify these sessions. That means using their technology to ‘bring together’ all the students as if they were learning in the same place. Equally, lecturers must feel as much as possible as if they’re teaching a unified group of students. Okay, so that’s all much easier said than done. But these are aims that educational institutions must keep at the top of their minds if they’re to succeed with new learning modes. The kinds and quality of experiences that universities offer will be paramount.

New possibilities for long-distance learning
Even when the concerns of the COVID-19 pandemic are far behind us, remote learning will remain. In the same way that employees and businesses everywhere are embracing the flexibility and new possibilities of remote working, many students and universities are keen to explore new learning options that are now possible. Overseas students are particularly relevant to this topic. Instead of facing the upheaval and expense of relocating themselves and their lives to another country, they may now be able to attend prestigious institutions overseas without being apart from their homes, friends and families. This is good news for students all over the world, and for universities wishing to make the most of this new long-distance demographic. But it adds another element to what is already a complex situation for education.
This is the first in a series of articles about the future of education and how educational institutions can best provide for students’ and educators’ needs as we move ahead.
The story so far
After a turbulent year, universities and colleges are carefully and gradually making their way back to normality. But the future remains uncertain. In this article, we’ll explore how educational institutions can prepare themselves for whatever comes next, and ensure consistently high-quality, engaging and inspiring experiences for students – wherever and however they’re attending.
In recent times, educational institutions have not known week-to-week or month-to-month whether lectures and seminars would take place on campus or online. And despite the cautious optimism of the present, they still cannot be certain whether the immediate or long-term future will see a return to completely on-campus teaching or periods of full-remote teaching again. One of the many lessons of 2020 is the importance of being prepared for dramatically, suddenly changing situations – both on global and local scales. The future could also require a ‘hybrid’ model of education that mixes both on-campus and online sessions, or even a mixture of both in-person and remote attendees in individual seminars or lectures. Students who are COVID-shielding, quarantining, or have other health-related concerns may still need to learn remotely when many of their peers have returned to campus. Their ability to access education is an important consideration for institutions everywhere.

St Richard’s Catholic College’s IT team was able to migrate to the IT platform it really wanted – rather than having to compromise to meet budget restrictions. The IT team was able to implement the new platform in time for the start of term, thanks to Insight’s support and expertise. The new platform reduces admin, allowing the IT team to view and manage storage, compute, and virtualisation within a single administration console. St Richard’s Catholic College now has access to a wealth of new business solutions and can easily leverage new technology. The scalability and interoperability of Nutanix gives St Richard’s Catholic College a future-proof solution that can grow with its needs.
St Richard’s Catholic College approached Insight asking for help with replacing and upgrading its IT infrastructure. The Insight team began by assessing the school’s existing infrastructure. Even though the school’s IT team initially believed that Nutanix (its preferred choice) was beyond its budget, Insight was able to outline the many benefits of opting for the Nutanix NX platform. Insight also recommended that St Richard’s Catholic College should implement the solution on Nutanix’s own hypervisor, which delivers superior security, resilience, and scalability. Insight chose the Nutanix NX/AHV solution because it is easy to migrate to, easy to manage, has low administration costs and comes with excellent customer support. The Insight team then negotiated with Nutanix to agree a very competitive price point, bringing it within St Richard’s Catholic College’s pre-allocated budget. Having deployed the Nutanix platform, Insight helped St Richard’s Catholic College to migrate its storage, compute, and virtualisation workloads to the new infrastructure. The platform now supports the entire school - including students, the leadership and management team, teaching staff, administration, special education, and the chaplaincy team. As Insight holds the highest level of partner accreditation with Nutanix (Nutanix Cloud Champion), Insight was able to assist St Richard’s Catholic College’s IT team with design, build and implementation – beating the September project deadline by over a month.
St Richard’s Catholic College wanted to implement a new IT platform capable of meeting its needs, but was conscious of budget restraints and its minimal knowledge of the available solutions. The school board had already signed off the budget for the project, so the IT team had no room for negotiation on cost. The board also wanted the solution to be delivered in time for the new academic year. This meant that the project needed to be scoped, tested, and implemented diligently within six weeks. St Richard’s Catholic College already had an HCI solution in place, but the IT team felt it was not suitable for its needs. It wanted a more resilient platform that would enable it to reduce admin time and leverage new technology for the school. Given Nutanix’s widely accepted reputation for delivering best-in-class HCI solutions, this was the IT teams’ preferred option. However, following past pricing exercises, the team felt it would be financially out of scope. St Richard’s Catholic College therefore needed a partner close to Nutanix that would assess the school’s existing IT architecture and design and implement a new HCI platform within its limited budget and timescale.

This kind of exercise may not be possible to achieve with existing resources or competency. It is worth looking to outside experts to help gather your baseline data, because this is the foundation on which to reimagine the future. This is where Insight can help. Compile an asset register to include information such as:
Gather statistics such as system errors and calculate time and cost to rectify these. Factor up over-accounting cycle periods. Collect data on security issues. Are they more prevalent, do they take increasingly more effort to mitigate, have there been breaches? If so, describe and try to quantify the results. Gather data on more general outages. Are there difficulties with remote access, or problems with planned and unplanned downtime? How often and for how long? Can you estimate what this costs different parts of the organisation in terms of productivity?
Conduct technical research to establish need such as:
New computing systems don’t materialise out of thin air, and it is up to the IT team to make its case. The IT teams will need to collate information that provides a clear picture of the current state of technical debt and describes how the technical debt will be remedied. Here are four key areas in which council IT teams can take the lead, make the case for investment and wave goodbye to technical debt.
It is time to lay the ground
Nobody denies that the public sector experiences financial constraints or faces real dilemmas in tackling technical debt. In this context it was interesting to see some changes to research and development (R&D) tax relief announced in the Autumn budget and spending review. The government announced a consultation on R&D tax reliefs in the Spring 2021 budget. This resulted in the Autumn budget’s expansion of qualifying expenditure to include data and cloud costs. This change will help public sector organisations (and the providers who serve these organisations) develop cloud services, reduce the use of legacy data, remove data siloes and move from inappropriate systems (like data-holding spreadsheets) to modern, cloud-friendly platforms. The new tax reliefs might give public sector organisations the impetus they need to devise and implement new systems. But they will still need to make the most of available funds. Within the local government sector in particular, local authorities already share outsourced services (from legal advice to refuse collection and much more), to create economies of scale. Pooling resources to develop and manage technology resources, including group purchasing of services provided by a Managed Service Provider (MSP) could help local government reduce the cost of eliminating technical debt. Because let’s be clear: nobody is advocating that public sector organisations replace an ailing infrastructure with a shiny new system that will itself ail in years to come. Any new system needs to be able to adapt to changing needs, and scale up and down when needed. It also needs to offer the option to add compute power when required, and be able to incorporate new technologies, including those based on artificial intelligence and machine learning, while keeping system security front and centre. All of these features and more (including the all-important support for remote working that is now the norm) can be found in cloud computing, and provided “as a service” by competent MSPs.
Welcome financial support
When factored up over several years, financial austerity measures can make it difficult for public sector organisations to invest in new technology and maintain existing IT systems, pushing them further and further into technical debt. Technical debt is the state of using older, less well supported – or completely unsupported – technologies. It can affect the entire IT estate, from platforms and architecture to hardware and third-party services. It can also result in cumbersome data collection processes which are often duplicated across different teams – leading to multiple data sets, each one possibly with unique errors. Moreover, technical debt has a ‘double whammy’ effect. It holds organisations back on the provision of existing services, and impacts the development of new ones, because precious resources are spent on sticking plasters. The longer an organisation waits to make the changes it identifies as needed, the more expensive those changes can become, and the more onerous and convoluted the sticking plasters need to be. It’s a vicious cycle.
The public sector, including local government, has experienced many years of financial squeeze. Services that have ring-fenced funding, have not escaped challenge. But those areas where funding is not ring-fenced have often experienced deeper cuts. These may have included reductions in technology maintenance and upgrade budgets.
