Schools had mostly been aware of the benefits of digital learning, but many lacked the devices and platforms to make the modern classroom a reality at such short notice. But over the past year, schools have devoted significant time and resources into improving their digital learning capabilities and most are able to offer lessons and assignments remotely. Teachers now have much more experience and ideas of best practice. Technology is now just as essential to education as it is for communication, entertainment and work and although mass vaccinations will eventually allow for the return of some semblance of normality, many of the innovations are here to stay. Many school leaders believe digital education will have long-term benefits and that ‘blended education environments’ comprising physical and digital teaching elements will become commonplace.
Few aspects of everyday life have been disrupted by the pandemic as much as education. When schools first shut their doors last March, most institutions were unprepared for such a sudden shift to remote learning.
As with any other transformation project, there is no ‘one size fits all approach’ when it comes to the creation of a digital education platform. Solutions don’t need to be overly complicated, and an effective strategy can reduce the friction between online and offline teaching. Cloud-based tools and applications allow lessons to be livestreamed to remote students, complete with interactive features that improve engagement and effectiveness. Microsoft 365 Education includes Microsoft Teams with classroom experiences, alongside dedicated education security features and device management capabilities. Pupils can communicate and collaborate with teachers and friends in the classroom, while interactive elements such as audio, video and whiteboarding are possible. All these materials are stored in the cloud for revision purposes or so students can catch up. Services such as Intune for Education allow all laptops to be securely managed and Windows Autopilot allows for zero touch deployment. When Prior Park College pivoted to remote learning, Insight was able to deliver and configure 715 laptops for students and teachers to the school’s specifications, enabling students to continue their education while self-isolating. This minimised disruption to learning and saved the school’s IT team many hours of work. Upgrades to physical infrastructure might also be necessary. St Leonards, a leading independent school in Scotland, worked with Insight to deploy a new network to improve coverage across campus so teachers could use digital tools from the classroom to the sports field. Accessibility remains less of a challenge than it was during the first lockdown thanks to the efforts of schools, charities and telcos to provide students with connectivity and devices – but it remains a factor. Thanks to the diverse range of the Windows 10 ecosystem, there is a range of affordable devices that allows pupils to access digital learning resources. Insight’s 121 offering allows schools to obtain devices in a way that doesn’t impact budget, resources or infrastructure, as they are facilitated by parental payments, and all are managed by the school. The long-term transition to a blended education environment will continue to be a learning process for all involved. Training programmes can help make teachers more comfortable with the technology and improve processes. Meanwhile, best practices are being refined as schools, teachers and students become more familiar with digital learning tools.
Extra-curricular transformation
A blended education environment provides schools with greater flexibility to adapt to different circumstances and personalise education for individual needs. Pupils are encouraged to take more responsibility for their education, while students who are anxious or disaffected can be engaged more effectively. There’s no doubt that huge strides have been made over the past year, especially as many schools started from scratch, but there are many challenges that must be overcome. Some institutions still lack a clear remote learning strategy, lack the necessary digital infrastructure or suffer from a skills gap. According to a study by Ofsted, three in five teachers were ‘quite confident’ that their school’s remote solution was providing a high-quality education and just over half felt their approach was sustainable.1 On top of this, only 15% said they had managed to completely align their remote solution to the curriculum. [2] Teachers have also struggled. One third said they lacked confidence in teaching through a remote solution while teaching both physical and remote lessons had increased the workload for 86%.3
Ongoing challenges
Most remote education methods can be divided into two categories – ‘synchronous’ and ‘asynchronous’. Synchronous education refers to live lessons, including live chats, groupwork, and 1-2-1 sessions, while the asynchronous refers to pre-prepared materials such as pre-recorded lessons, presentations and worksheets that can be accessed at any time. The synchronous approach helps to keep students engaged and gives a feeling of continuity, as it follows a similar structure to the usual timetable, while the asynchronous method eases pressure on parents who might be working from home or looking after more than one child. Combining these two approaches can maximise the benefits of remote teaching. For example, live lessons can bring a whole class together and encourage interactivity, while offline assignments help guard against ‘online fatigue’. Advocates of blended education environments often cite the benefits leveraging live and non-live elements –and there are other benefits, too. Subject experts or supply teachers from anywhere around the world could livestream lessons in the event of staff shortages or sickness, and students suffering with anxiety could follow physical lessons or lectures remotely. Teachers would also be continue providing lessons in the event of a snow day, and pre-recorded lessons could both aid revision and allow students to catch up If they have been ill. Access to knowledge is democratised as a result. Digital education also offers more immediate feedback opportunities, with teachers able to see progress in real time and provide comments. Schools have also cited improvements to homework delivery as another benefit.

St Leonards School now has a network solution worthy of its world-class reputation for academic and sporting excellence. The school can add digital instruction to its unrivalled coaching programmes, and host interactive events in its beautiful school grounds. Pupils and teachers have high quality IT in their home and study spaces, and the children can access a world of learning resources with the security features to keep them safe. The addition of CCTV in the golf locker room also helps safeguard pupil’s property. A Cisco finance solution has maximised the school’s budget, giving them state-of-the art technology on an affordable basis and excellent ROI over a five-year term.
The Benefits
With its extensive experience in the independent education sector, Insight was the natural choice to work with St Leonards School. Following the initial consultation, it was clear that the solution had to enable a positive teaching and learning experience, ensure online security and deliver ease of management and reporting. Insight drew on its expertise in Cisco products to put together a comprehensive solution including LAN and wireless networks, malware protection and firewalls. The solution provides WiFi coverage across all the buildings on campus, the school grounds and sports fields and the student and staff boarding houses. As well as enhancing the learning experience in the classrooms and boarding areas, this allows coaches to use digital teaching methods in the sports field without losing connectivity. The security and control built into the solution enables the IT staff to monitor and control individual’s WiFi usage and keep students safe while online. To keep the solution up and running, the school needed at least a five-year lifetime on product support, so Insight negotiated 10 years’ support, plus one year free on the Meraki license. Insight also arranged Cisco finance, enabling the school to close its existing support contracts and spread the cost over a five-year term.
The Solution
As part of its commitment to providing students with the best possible online teaching and learning, St Leonards wanted to use digital interactive teaching tools in the classroom. However, its existing WiFi coverage was not up to the job. WiFi coverage within the school buildings and across its boarding houses was also poor, making it difficult for students to access resources for study and online resources. This was a particular concern for St Leonards as it is a boarding school and strives to give students and staff a home-from-home experience. In order to safeguard students, it was essential that mechanisms were in place for the school’s IT staff to be able to monitor the content that pupils were watching in their free time. Insight were able to provide this. As the pupils range from five to 18 years old, St Leonards wanted to be able to set access permissions and control WiFi access by age group, time of day and content viewed. The school was also looking for a CCTV solution that could easily be managed by the IT and security teams.

St Leonards is a leading Scottish independent school providing pupils aged between five and 18 with an outstanding sporting and academic education. Insight implemented Cisco LAN and WiFi networks at St Leonards, opening up new teaching and learning opportunities 600 pupils and teachers.The school’s IT team can now control WiFi usage and protect users from external threats. But these benefits are not only applicable to private businesses. Public sector agencies can also use data to maximise available resources and design and deliver better quality services to citizens. By collecting and analysing a greater volume and variety of information, public sector organisations can improve productivity and efficiency and even deliver entirely new types of service that were previously impossible or impractical.
Data is a fundamental pillar of digitisation. The more a business understands about itself, its customers, and the markets it operates in, the better it will be able to identify efficiencies and act upon opportunities.
But digitisation is as much about culture as it is technology and it is vital that public sector organisations, many of whom will have entrenched practices, are all on the same page. Staff training, and a user adoption strategy are essential to ensure employees embrace new ways of working. It’s also important to take standardised approach to the collection and curation of data, so it is of the highest quality possible. Equally, a commitment to security and privacy is critical to address public trust concerns. Just 9% of people feel the government has their best interests at heart when it comes to data sharing and only 15% believe public organisations would deal well with a security incident [2]. To engage citizens, authorities should be transparent about how they are using data, ensure data is protected at all times and ensure compliance with all necessary legislation such as GDPR. Ethical considerations should also be factored into any strategy, especially when it comes to AI. Much of the data handled by the public sector is extremely sensitive and a breach would lead to a catastrophic loss of trust and potentially hefty fines from regulators. The cloud is a more secure architecutre than on-premise infrastructure thanks to the investments made by vendors, while Mobile Device Management (MDM) and Data Loss Prevention (DLP) technologies ensure data can only be accessed by approved users and devices.
A new culture
Many public sector organisations are already reaping the benefits of data access and analysis – the above examples merely scratch the surface of what is possible. But to realise this data-driven future, public sector organisations need to overcome several challenges first. The most obvious is technology. The public sector has long been burdened with legacy IT systems that are not interoperable, meaning data cannot be easily accessed by other organisations or applications. Such systems severely limit data sharing and flexibility, while also incurring significant costs that could be used on more modern architecture. In fact, 45% of all IT spend in the public sector is spent on legacy IT [1]. The cloud provides a more suitable foundation for data collection and management. Multiple users and applications can access data assets, allowing organisations to mix and match the best tools for their needs. Intuitive monitoring tools improve visibility over workloads, while analytics platforms and intelligent algorithms have access to a richer pool of information. By both freeing up money and resources and enabling new capabilities, cloud infrastructure can directly improve the quality of public services.
Technological shift
Aside from assisting frontline workers, data can feed into advanced analytics platforms that can identify efficiencies and improve and aid the provision of vital public services that people rely on for their everyday lives. For example, the analysis of data on how a local council communicates with citizens can identify the optimum contact channel for a particular service. Perhaps a chatbot is more useful for providing information on garden recycling, but an email is more appropriate for a council tax refund. Information on engagement and social media sentiment can help personalise and optimise service delivery. The application of Artificial Intelligence (AI) can go even further by offering predictions of what might happen in the future. If you collect enough data, you can use predictive analytics to identify faults in infrastructure before they occur or spot trends in public health data that can identify potential spikes in hospital admissions and take preventative action. As towns and cities gradually become more connected through the Internet of Things, even more data will become available for analysis. Smart traffic systems will optimise transportation in a city centre, while smart waste bins will send alerts when they need to be collected – reducing unnecessary journeys.
Data-driven services
Data is the fuel that enables new cloud and mobile applications to transform existing processes and enable entirely new ways of working. And secure access to data through the cloud can augment the capabilities of an organisation’s most important resource – it’s people. Police officers, for example can use connected devices to access information, livestream video or file reports without returning to the station, while paramedics can relay information to the hospital while a patient is still in an ambulance. Meanwhile, immersive applications powered by Virtual Reality and Augmented Reality (VR and AR) will enable more efficient ways of working. For example, Alder Hey Children’s hospital is using Microsoft HoloLens to allow multiple medical practitioners to combine their expertise while only one of them is actually in the room – whether on a ward round or in surgery.

400 staff at Ashford and St. Peter’s Hospitals NHS Foundation Trust are now working safely and securely from home
Staff at Ashford and St. Peter’s Hospitals NHS Foundation Trust are now able to work from home, using their own devices, keeping social contact between staff to a minimum. The Windows Virtual Desktops provide the best virtualised experience that is fully optimised for Windows 10 and Office 365, with built-in intelligent security to the keep The Trust’s applications and data secure. The solution was put in place in less than four weeks– roughly half the time that a traditional remote working solution would have taken to implement. The Trust saved over £400,000 on potential upfront costs and was able to avoid long-term licencing commitment.
After the initial consultation and agreement, Insight approached its partner, Concorde Technology Group, to arrange implementation. Despite the high demand for remote working solutions, less than four weeks after the Trust’s initial call to Insight, the solution was in place. The Azure-hosted WVD environment avoids the need for expensive on-site hardware. There is no upfront capital expenditure or long-term financial commitment, and the Trust has the flexibility to scale the solution up and down. Staff access their Windows 10 virtual desktops with two factor authorisation – meeting the industry standard requirements for security. Windows’ built-in management and security features save time on administration, making it easier to perform tasks like granting access to other healthcare organisations, or applying software updates.
When Ashford and St. Peter’s Hospitals NHS Foundation Trust needed to enable key workers to work from home, it turned to Insight, a trusted partner of nine years standing, for help. When previously faced with a similar problem on a smaller scale, the Trust had supplied staff with laptops for working from home – but procuring, configuring and delivering machines for 400 employees would have taken far too long. Insight suggested using Microsoft’s Azure Windows Virtual Desktop solution. This approach enabled the Trust’s employees to securely connect to an optimised cloud based Windows 10 desktop and applications environment, with access to on-premises data from their own devices. This solution had never been adopted by an NHS health trust in the south of England before.
In February 2020, at the beginning of the pandemic, Ashford and St. Peter’s Hospitals NHS Foundation Trust’s staff were working in open plan offices with shared facilities. Social distancing was next to impossible, so the trust needed to enable its 400 employees to work from home rapidly. St Peter’s Hospital had also begun taking in COVID patients, making the need for a remote working solution even more urgent. To relieve the pressure caused by the influx of COVID-19 patients, some of St Peter’s services were moved to Ashford. This move led to staff working across different sites on different days – so the Trust also needed to enable employees to access their computers from wherever they were located. The Trust wanted to put the solution in place within a few weeks. It was initially looking at traditional options that would have taken upwards of five weeks to implement, cost upwards of £400,000 in hardware and required a long-term licensing commitment. The Trust urgently needed a way to speed up the process and avoid alarge upfront capital expenditure.

Over the past 12 months our clients have had to procure vast amounts of technology hardware, software, consultative services and logistical services. This has enabled their users to work remotely or in an agile manner, whilst still maintaining delivery of high levels of citizen centric services to the public across local authorities and policing. Our clients have had to manage the sourcing, procurement, storage and distribution of IT kit to support their end-users locally, but as a national operation Insight can offer scale for our clients, scale that they simply don’t have. They have also negotiated significant cost reductions on specific projects with key vendors and have offered numerous added value services such as stockholding facilities in their secure warehouse and asset tagging services”.
By having these contracts in place, procurement, IT and Insight are enabled to work collaboratively, without the worry that any procurement regulations are infringed, as the contract is already agreed and in place. This promotes early engagement in the planning and design phases of a project, as well as early engagement with vendors. Utilising our experience, Insight can work with all the stakeholders to drive the projects costs down, as well as identify opportunities to disrupt the traditional thinking from a technical or delivery perspective, helping clients to look at new ways of working and understanding the ‘art of the possible’. Sometimes, this is simply helping realise ROI on outsourcing basic services such as configuration and integration, in other instances, this could be identifying emerging technologies from a vendor that automates or improves citizen delivered services, or bringing software tools that positively impact decision making and longer term technology strategies, that are incumbent in the IT governance process for our clients. Ultimately, one of the most tangible values that is relevant for those responsible for public spending, is real cost savings. Regarding the tangible value clients can realise, do you have any examples?
We are seeing a growing trend within our public sector client base, of police forces and local authorities, who are awarding single supplier contracts for technology supply chain. These contracts, sometimes under the terms and conditions of an existing framework such at MINT or H T E ComIT, give customers the transparency, flexibility and benefits of a true partnership when working with suppliers to manage their IT and tech supply be it; hardware, software or services. These relationships drive real value for our clients in maximising their IT budgets and delivering tangible cost savings. They help challenge the ‘status-quo’ in terms of incumbent technology vendors or traditional ways of working and assist in driving real innovation and transformation. Additionally, procurement processes are accelerated - this was very apparent in the recent pandemic response, where our contracted clients could get their agile working projects off the ground much sooner than those clients, who needed to go out to tender or RFQ.
