Happy New Year and welcome to our first Public Sector Buyers’ Guide of 2021. For many, the new year is a symbol of a new start. An opportunity to wave goodbye to the year just gone, to Spring clean our lives and prepare for the year ahead. Although 2021 may not have started in the way we perhaps would’ve all hoped, the new year does afford us with an opportunity to blitz business bad habits, by transforming our ways of working. Since 2020, a majority of the Public Sector has adopted new digital tools to enable remote working. But organisations are swiftly discovering that putting the tools in place is only half of the challenge. To create an effective digital workplace, managers need to involve staff from the outset with a comprehensive change management program. An effective digital workplace relies on efficient interaction between humans and technology. Organisations are swiftly discovering that Adoption is essential to digital transformation – not just a ‘nice to have’. Working with the client from the very first design sketches through to completion and beyond, Insight ensured that Topaz employees and volunteers realised the full benefits from Windows 10. In fact, once users had got to know the platform, they themselves began to come up with ways to improve processes and communication, and to bring solutions to the customer faster. “Using this new IT platform gives our staff have more time to spend on what’s really important: optimally serving our residents and clients to make quality of life as good as possible,” explained Edwin Kalbfleisch, member of the Executive Board of Topaz). So, if you’re looking to upgrade to a digital workspace – or if you’ve already done that and you’re not seeing the results you expected – you may be forgetting the magic ingredient – Your team.
Insight’s collaboration with Topaz, a regional healthcare organisation specialising in elderly health care in the Netherlands, shows just how successful this methodology can be. Insight helped Topaz to migrate from ageing infrastructure onto Microsoft Azure and Windows 10.
The magic ingredient
Once the IT team has delivered a solution, a change management team can help your staff work in a better, smarter way. Again, this process will be different for every organisation. Simply walking into the office, saying, “everyone log into Teams” and then reading off a sheet, isn’t enough. An effective adoption strategy needs to take into account how your employees want to work, what information they need, and how they will access this information. Insight follows the ADKAR method of change management – which stands for Awareness, Desire, Knowledge, Ability and Reinforcement. But how does this work in practice? The first step is Awareness. A good change management team helps identify an appropriate sponsor, selected from the leadership team, for the digital workspace. The team then mobilises a ‘champions network’ of motivated employees from across your business. These champions are the early adopters and perform the dual function of providing initial feedback on the new digital tools and enthusing colleagues about the new digital workspace. People managers also need to take part in the planning and implementation of digital workspaces and new ways of working. These managers are typically closer to the employees than the sponsor and understand how their teams work. A change management team should coach these managers and prepare them to support employees through the change. The second step in the adoption process is Desire. Best practice is for the chosen sponsor to communicate the business reasons for the change and explain the benefits it will bring. People managers should then communicate the benefits to individuals in their teams. Once Awareness and Desire have been addressed, employees are much more likely to engage with training, which brings us to the next stage – Knowledge. Organisations that opt for a training-only approach risk poor adoption rates and lower-than-expected business benefits. A good change management team establish profiles for different types of employees in an organisation and predict the ways a digital workspace will affect the workforce. This helps to anticipate employee resistance and enables you to put remedial actions in place to mitigate the risks to success. Once employees have passed training and reached the Ability stage, it is important to ensure the ongoing success of the project. The champions’ network can play a vital role by communicating the ongoing benefits of the digital workspace to the wider team in order to ensure continued adoption. But we also recommend rewarding and recognising employees and teams who work in the desired way through a specific incentive programme that fits in with your company culture. This is Reinforcement.
Bringing the team on board: the ADKAR method
Before making significant changes, you need to look at how your staff will use digital tools in real-life situations. This approach was evident when Insight worked with Alder Hey Children’s Hospital to implement a mixed reality solution (combining Microsoft HoloLens 2 and Dynamics 365 Remote Assist) to reduce contact between staff, patients, and visitors. The Insight team advised doctors and clinicians at Alder Hey on the features and functionality of the HoloLens 2 device, and then explored the situations in which the technology could be used. One key goal was for clinicians in the operating theatre to be able to consult medical experts located elsewhere. Another was to conduct ‘virtual ward rounds’ – with one individual physically conducting the round and others participating remotely. Having scoped out the applications of the technology, Insight worked with Alder Hey’s IT team to guide them through device and application considerations, the licensing process, how to set up user accounts and assign roles, and how to connect securely to Alder Hey’s network. In this way, the Insight team provided support for Alder Hey, from the first stages setting up the new technology through to their first their first use of HoloLens 2 in a practical situation.
Planning your implementation
Putting digital collaboration tools in place does not automatically create a digital workplace. After all, it is entirely possible for your employees, even when equipped with the latest technology, to continue working as they did before. Cyber-attacks on the huge scale that Russia inflicted on the US in late 2020 may be unusual – but the threat from cyber criminals is real and ever present. Public Sector organisations cannot afford to wait before upgrading to the latest security systems. The only way to do this without large upfront costs is to opt for a cloud-first solution. By going a step further and moving to a security as a service solution (such as Insight’s Managed Security Services for Microsoft Sentinel) your organisation can avoid the need to maintain a specialist IT team, too.
If not now, when?
Luckily, there is an alternative, which can provide the benefits of SIEM and SOAR, without the upfront investment, or a dedicated team of IT security specialists. A cloud-first security system enables organisations to access all the analytical and organizational abilities of SIEM and SOAR without the upfront investment in hardware. The software is hosted virtually, in the cloud. One immediate benefit for Public Sector organisations is the lack of upfront costs. Another is the ability to scale up and down when needed. There’s no need to oversize your initial solution to allow for growth. You simply pay for what you need, when you need it. And as with many cloud-first solutions, the immediate selling points are just the starting point. A cloud-first security system is not only the most affordable solution – it is the most effective, too. Microsoft’s Azure Sentinel is a classic example of large-scale cloud-first solution that can offer dramatic improvements to your security. Whereas an on-premises SIEM solution analyses the threat landscape based on your own data, Sentinel has access to trillions of operations across the globe – giving it much more information to work on. An on-premises SIEM, for example, might detect that malware has come from a phishing email – and then take action to block that email from other machines. Thanks to Microsoft’s access to large-scale cloud data, Azure Sentinel would have almost certainly perceived and blocked the threat before it even got to your organisation. Compared to setting up your own on-premises security system, getting started with Azure Sentinel is relatively simple. Everything is already set up in the cloud and you just pay for what you need. However, as with on-premises SIEM and SOAR systems, you still need to have a dedicated team in place to manage it. For this reason, many Public Sector organisations, with limited resources, would benefit from going a step further from cloud-first security and opting for managed security services. With a trusted partner handling your cyber security, you get all the benefits of a cloud-first product like Azure Sentinel, without having to worry about resource.
Why cloud-first security solutions are the only way forward
One of the biggest problems that Public Sector organisations face in maintaining security is finding the human resource. Most large organisations rely on some form of Security Information and Event Management (SIEM) software. SIEM helps to monitor the threat landscape by collecting data from the organization’s technology infrastructure – from host systems and applications to network and security devices such as firewalls and antivirus filters. The SIEM software then categorises and analyses security events, provides security reports and sends alerts highlighting any unusual activity. Managing security using SIEM software is not a passive process, however. It requires constant attention from a dedicated IT team with specialist skills. The addition of Security Automation Orchestration and Response (SOAR) software can help, by automating and managing some of the more time-consuming, manual tasks. However, getting the full benefit from a SIEM and SOAR solution still requires a dedicated IT security team with a high level of expertise – which many Public Sector organisations simply cannot afford. Another problem with a traditional on-premises SIEM and SOAR solution is the upfront cost. For a large organisation, the initial software and hardware costs can easily add up to £200,000. And, as with any on-premises solution, there are issues of futureproofing and scalability. With the speed that technology evolves in the 21st century, any large hardware upgrade runs the risk of becoming obsolete before it has earned its keep.
The problems with traditional, on-premises security systems
Coming in the midst of Brexit, a worsening pandemic, and the drama of the US elections, a Russian cyber-attack on the US public sector barely made headlines in late 2020. Yet the story was huge – “a serious compromise that will require a sustained and dedicated effort to remediate” according to the FBI, the National Security Agency and the Office of the Director of National Intelligence. What made the story newsworthy was not that the attack happened, but how successful it was. Nobody was surprised that the Russians were trying to hack US databases. Such behaviour is regarded as normal, and even expected, by all sides. There’s no doubt that the threat from cyber-criminals and hackers is real. The question that public sector organisations need to ask themselves is when – not if – an attack will come. However, many organisations stretched their finances adopting cloud technology in 2020 and are now faced with the difficult choice of balancing tight budgets with the need to adopt the latest security systems. It’s worth noting at this point that moving data and workloads to the cloud isn’t by itself a guarantor of security. Though data may be secure in a cloud database, it is still at risk while in transit between different users and organisations. It can also be vulnerable when at rest – for example when it is being accessed by an end user. To keep data fully secure, Public Sector organisations need to look at the whole threat landscape – not just at their data storage solution.

Frontline officers can enjoy timely new functionality to support them when they need it.
Currently, police officers and IT staff routinely struggle with locked-in legacy technology that is fragmented, siloed, out-dated and expensive. Most police forces operate many different software systems which often do not work together. Different forces use different products to do the same thing, while some forces even write their own software. This fragmented approach has created data silos across the country, making it very difficult to join up data. This then leads to data quality problems, multiple user interfaces, and no national repository to track where data is available. All of this makes life harder for frontline officers and easier for criminals. Steps have been taken to address these shortcomings with the publication of the Policing Vision 2025 and the National Digital Policing Strategy 2020-2030 promoting the benefits of interoperability, data standards, data quality etc. which will all contribute to making this vision a reality. The success of the National Enabling Programme (NEP) over the last few years, particularly with the response to COVID-19, has shown what can be achieved and should be used as a springboard for accelerated pace.
