Fully supporting students and educators
Education experiences should be as consistently high-quality, inspiring and engaging as possible for students, whether remote or on-campus.
Technology’s responsibility, moving forward
At the height of the COVID-19 pandemic, technology’s role was to be a facilitator for education. But in this new phase, and in the future, it has a new responsibility: providing the kinds and standards of education experiences that are now needed. Unified experiences, bringing together remote and on-campus students. Engaging experiences that are valuable for students and fulfilling for educators. Better education experiences for everyone. Not all devices on the market will enable these experiences. Only some, such as the industry-leading Microsoft Surface Hub 2S, are capable of supporting remote, on-campus and hybrid learning completely successfully, across a wide range of scenarios. The technology that can rise to tomorrow’s challenges will show its true value in the weeks, months and years ahead.
Educators should be able to teach remote attendees as naturally and effectively as the ones sitting in front of them.
If you’re thinking that’s a tall order, you’d be right. It’s all too easy for remote students to feel disconnected and disengaged, with some students zoning out and others feeling disinclined to speak up or participate fully. Poor remote education experiences are often overwhelmingly passive – more like watching a video or webinar than attending a real seminar. Most people who study for a degree (for instance) only do so once in their lives, at considerable expense. They would rather not spend it merely watching a series of lacklustre webinars – to put it somewhat bluntly. Education experiences matter – and students will be judging them.
Covering all the bases and unifying sessions
So, as we’ve illustrated, there are now a range of scenarios that educational institutions may have to cater for in future:
The challenge educational institutions now face is to unify these sessions. That means using their technology to ‘bring together’ all the students as if they were learning in the same place. Equally, lecturers must feel as much as possible as if they’re teaching a unified group of students. Okay, so that’s all much easier said than done. But these are aims that educational institutions must keep at the top of their minds if they’re to succeed with new learning modes. The kinds and quality of experiences that universities offer will be paramount.
New possibilities for long-distance learning
Even when the concerns of the COVID-19 pandemic are far behind us, remote learning will remain. In the same way that employees and businesses everywhere are embracing the flexibility and new possibilities of remote working, many students and universities are keen to explore new learning options that are now possible. Overseas students are particularly relevant to this topic. Instead of facing the upheaval and expense of relocating themselves and their lives to another country, they may now be able to attend prestigious institutions overseas without being apart from their homes, friends and families. This is good news for students all over the world, and for universities wishing to make the most of this new long-distance demographic. But it adds another element to what is already a complex situation for education.
This is the first in a series of articles about the future of education and how educational institutions can best provide for students’ and educators’ needs as we move ahead.
The story so far
After a turbulent year, universities and colleges are carefully and gradually making their way back to normality. But the future remains uncertain. In this article, we’ll explore how educational institutions can prepare themselves for whatever comes next, and ensure consistently high-quality, engaging and inspiring experiences for students – wherever and however they’re attending.
In recent times, educational institutions have not known week-to-week or month-to-month whether lectures and seminars would take place on campus or online. And despite the cautious optimism of the present, they still cannot be certain whether the immediate or long-term future will see a return to completely on-campus teaching or periods of full-remote teaching again. One of the many lessons of 2020 is the importance of being prepared for dramatically, suddenly changing situations – both on global and local scales. The future could also require a ‘hybrid’ model of education that mixes both on-campus and online sessions, or even a mixture of both in-person and remote attendees in individual seminars or lectures. Students who are COVID-shielding, quarantining, or have other health-related concerns may still need to learn remotely when many of their peers have returned to campus. Their ability to access education is an important consideration for institutions everywhere.

More than 29,000 students and nearly 8,000 employees have extended wireless access to digital spaces around the campus.
Energy efficient technologies saved the university 30 access switches, reducing power and cooling requirements.
The university’s Wi-Fi analytics are now linked to its building control systems – giving an accurate picture of campus traffic.
The university has improved its security profile thanks access to third-party network support and active monitoring.
The new network has helped to improve productivity and collaboration amongst students and instructors at the university. Students and faculties can work from anywhere on campus by connecting to vital online resources from any Wi-Fi device. The university can make better informed decisions on the use of facilities thanks to improved insight into building use. The campus is saving on energy bills and reducing the university’s environmental impact by using energy-efficient technologies. The IT team now has more time to focus on its strategic tasks, safe in the knowledge that the university’s IT estate is being proactively monitored by Insight’s support and network monitoring services.
The Insight team then designed an innovative wired, wireless and router solution using leading-edge Cisco technologies and recommended scalable devices with built-in energy efficiency. To ensure business continuity and maximum network uptime, Insight included complimentary support and network monitoring services. The team also linked the university’s Wi-Fi analytics to its building control system, giving accurate information on traffic around the campus.
The solution had to meet the precise requirements of the university, as technology has a profound impact on education quality, student satisfaction, research and recruitment. Insight reviewed the university’s existing infrastructure over a 12-month period and held comprehensive sessions with the in-house IT team regarding its future plans.
Key factors
The university was looking for an experienced partner to help with its network upgrade. Insight was awarded the contract to design, source and install the solution.

Pick the right partner
That’s not to say the task of managing a more complex multi-vendor environment isn’t a daunting prospect. This is when a partner that understands your needs comes into play. Even if a public sector organisation has identified certain technologies and vendors they want to use, a trusted partner that can deliver the right expertise, advice and adhere to a specific budget can be invaluable. An expert partner can guide teams through the technology landscape, assist at all stages of the project from planning to deployment, and provide ongoing support. Doing nothing isn’t an option. Maintenance costs will rise, security will be threatened and support for aging technology will diminish. But perhaps, worst of all, citizens may not get the services they demand and deserve.
Selecting the right mix of technology is just as important as having a robust plan when modernising your approach to IT. While some public sector organisations might have some technical expertise, others might not have such insight or struggle to keep up with the latest developments. This situation has led to conservative strategies and multi-year contracts with major systems integrators that restrict agility and the ability to benefit from new innovations. History also shows that such contracts are far from a guarantee of success. Two government measures have made this unambitious path less attractive and made it easier for public bodies to benefit from more innovations in the market. Firstly, public sector organisations are now obligated to look at cloud first when procuring new technology. The cloud provides an ideal platform for transformation through scalability, capabilities and cost-efficiencies that are far beyond what is possible with traditional IT infrastructures. These benefits are achieved without jeopardising security or compliance, with public cloud vendors like Microsoft Azure capable of hosting a wide variety of government workloads. Cloud technologies are far more interoperable and can be used with on-premise equipment as part of a hybrid cloud strategy. The government also requires public agencies to look at smaller businesses when procuring technology. The Crown Commercial Service (CCS) has frameworks that make it easier to identify a wide range of providers and offers assurances that approved vendors are compliant, cost-effective and ethical. If due diligence has already been done, then selecting a smaller vendor is less risky.
The right mix of technologies
The most important thing for the public sector when it comes to avoiding an IT transformation disaster, is to heed the lessons of the past. In some cases, issues have been caused by simple things to fix such as poor planning, or digital leaders struggling to gain necessary support. The first step to greater success is to clarify your vision of any project with all stakeholders. A successful project starts with clear desired outcomes and metrics of success, defined with input from relevant departments and user groups. IT teams can help drive transformation, but they won’t have the specialist knowledge of the relevant departments that must be consulted. By enhancing leadership collaboration, it’s possible to create a more coherent project plan that understands the needs of end users. If security isn’t mentioned, then a key stakeholder is missing from the discussion.
Proper planning
The results of such failures are myriad. Delays increase costs and extend reliance on aging infrastructure and services that are no longer suitable for the modern age. A project that isn’t fit for purpose can make the user experience worse than before and an abandoned project means a return to square one. Any taxpayer cash squandered is funding that could be used for the betterment of society. In a worst-case scenario, the project could be insecure or incompliant – damaging confidence and betraying the trust of citizens. This outcome undermines the benefits of transformation and exposes organisations to the risk of financial penalties that further affect service delivery. That’s not to say the public sector has a monopoly on IT failures – far from it. But government agencies are under greater scrutiny because funding comes from the public purse and services can literally be a case of life or death. In addition to meeting citizen and end user expectations, organisations must contend with an ever-evolving technology landscape, compliance requirements such as GDPR, political challenges such as Brexit, and wider societal issues such as Covid-19. Fortunately, there ways that the public sector can avoid a disaster and build buy-in for the project – increasing its chances of success.

But now there is additional pressure from citizens who are not only comfortable with digital public services but expect them. Digital became the default point of delivery for many essential services, while government organisations valued the additional flexibility and resiliency. There is greater impetus and pressure to continue this transformation, and although there are many examples of public sector IT projects that enhance efficiency and deliver value for taxpayers’ money, history is littered with examples of exactly what not to do. Delays, spiralling budgets, and under delivery have afflicted many schemes. Other projects have not been futureproofed to take advantage of future innovations and some projects have been abandoned entirely.
One the of the lasting legacies of the pandemic is the accelerated digitisation of society. Technology’s ability to transform the public sector is well-known; digital public services improve availability, save time, and lower costs.

They are also more reliable than the old servers, reducing disruption and improving productivity. More capacity can be added as needed, without disruption to the existing servers – making the new storage arrays much easier to upgrade. And because flash storage arrays have no moving parts, they are easier to manage and reduce maintenance costs. This simplified storage system is easier for the client to manage, taking pressure off the IT team and leading to a reduction in ongoing maintenance requirements. By actively reducing the amount of data that needs to be stored, the new storage arrays reduce the capital expenditure required for the project – a key objective for the prosecution service.

Insight helped the client choose and identify the best storage solution for its needs. The client chose Pure Storage all-flash arrays as they are ideal for hosting VDIs. Their low latency reduces the delay between a user performing an action and the system responding. The arrays are also easy to maintain, cost efficient, and can be scaled up to increase capacity without disruption. Pure Storage incorporates data reduction technologies (including compression, deduplication and thin provisioning) to minimise the data storage requirement, saving on upfront costs. Insight installed two Pure Storage all-flash arrays, one at at each of the clients two main sites. The installation took place on two consecutive days, and workloads were running on the new all-flash arrays on day three. Since the initial installation, the prosecution service has consolidated another storage platform into the new system, using the all-flash array to support its case management platform.
The prosecution service’s internal servers were struggling to cope with the large number remote workers using Virtual Desktops from a virtual desktop infrastructure (VDI). The existing data storage solution was causing noticeable lag and long load times for remote workers. The service wanted a more reliable data storage solution to save on running costs, avoid disruption and enable employees to work efficiently during lockdown. The IT department wanted to simplify its data storage, as the existing system involved separate platforms for the server estate and VDI. It also asked for a solution that used data reduction technology to minimise capital expenditure and could easily scale up to support other areas.

Edge computing brings compute and storage to the edge of the network, allowing data to be processed closer to the point of collection and reduces latency. Processing can take place at micro-data centres, in a mobile base station, or even in a smartphone. Awareness of edge technology is increasing across the private and public sectors. Gartner predicts that by 2023, more than half of the primary responsibility of data and analytics leaders will comprise of data created, managed, and analysed in edge environments[1]. An example of the low latency benefits of edge computing in action is a smart transportation system that relies on up-to-the-second information to function. Data from connected vehicles and roadside sensors must be gathered and analysed as quickly as possible for it to be useful for traffic and public transport applications, and smart traffic management. If it takes too long for data to be processed, then authorities could be trying to solve issues such as congestion or an accident with out-of-date information. Edge computing speeds up the process and allows smart infrastructure, such as traffic lights, to operate more independently.
This greater control over where data is processed improves security and governance for organisations that handle very sensitive data, such as patient information. Smart health applications have the potential to transform lives by using data to manage chronic health conditions and deliver personalised treatments. This ability reduces the need for frequent face-to-face appointments and provides additional data for preventative treatments. Both outcomes help maximise the resources of health services. However, the success of any digital government initiative relies on public support, so it’s essential to ensure all applications are as secure as possible. If data from a wearable health device can be managed as close to the point of collection as possible, then it doesn’t need to travel across the network – providing an additional safeguard that will improve patient confidence. Edge computing will continue to grow in popularity across all industries. By 2023, it is thought that more than half of all new enterprise IT infrastructure will be deployed at the edge rather than in a centralised data centre and 40% of all organisations plan to invest in new edge solutions within the next year.[2] The edge isn’t the answer to everything and plenty of public sector workloads will continue to rely on centralised cloud infrastructure. But as public cloud vendors like Microsoft Azure continue to build out their edge capabilities, the public sector will be able to adopt a hybrid strategy that will ultimately deliver better services for citizens.
The cloud has provided the public sector with a foundation for this transformation. The capability, scalability and economics of cloud applications and infrastructure are far beyond what would have been possible with traditional IT. But cloud is only part of the solution. Much of the data that needs to be collected and processed will be generated beyond the traditional confines of the network. This data will be created on the streets, in fields, and in people’s homes and some of these insights will need to be collected in real-time to be useful. While the cloud is still a hugely valuable platform for public sector applications, it has limitations that are exposed by this need for speed. Traditional cloud architectures collect data from various systems, sensors, and devices, and transmit it across the network for centralised processing before sending it back again. The time this process takes is simply too long for certain use cases, such as robotics, that are latency sensitive. Meanwhile, sending this data back and forth across the network consumes bandwidth, increasing transmission costs and energy consumption.

Further autonomy is achieved through the filtration of data. Edge computing can be used to ensure that only the most useful insights are sent to a centralised cloud for processing – increasing operational and energy efficiency. This process is useful for mass IoT deployments such as smart meters and environmental sensors that provide periodic updates, but also for data-rich sources of information. Not all information used to power the public sector’s digitisation comes in the form of structured data sets. The advent of higher quality, more affordable video cameras has been transformational, while powerful computer vision algorithms are able to glean detailed insights from the imagery. According to Gartner, more than 50% of Government IoT spending over the next few years will be focussed on outdoor surveillance equipment.[1] These cameras can detect public safety incidents, traffic jams, and many more incidents that will allow for more efficient administration. However, the large file sizes mean using centralised cloud is a lengthy and bandwidth- intensive operation. Edge computing speeds up the process by applying the computer vision algorithm as close to the point of collection as possible and filtering out insights that aren’t useful – reducing latency and easing network congestion.
