Utah State
Spanning 230 acres and comprised of more than 30 buildings, the new Utah State Correctional Facility is much like a mini city—complete with its own roads, utilities and several different facilities. Considering its massive size and the many moving pieces, the project proved to be a monumental undertaking, from the design process to managing huge construction crews.
Despite these challenges, the BDK joint venture team saw major successes as they completed the project.
A new $1.3 billion, 32-building corrections facility with extensive site and infrastructure redevelopment capable of housing 3,600 male and female inmates in maximum through minimum security. Support services include abuse treatment, medical and mental health services, educational, vocational, religious, recreation, culinary, laundry and maintenance, with room for future possible expansion.

A Whole Lot of Shakin' Goin' On!
In March 2020, a 5.7-magnitude earthquake (Salt Lake City’s largest in 50 years) rocked the site. This was also was the day tilt panel installation was set to occur on-site. With the epicenter a mere three miles from the site, a number of braces holding up concrete wall panels broke and some panels shifted in place with minor cracking.

Infrastructure improvements were a significant investment on the project and included the construction of over seven miles of roadways to provide access to the 230-acre site, approximately seven miles of 24-inch water line, seven miles of twin 16 & 18-inch sewer force mains, and two major sewage pumping stations.
The overall cost of these infrastructure improvements was over $60 million and did not include the cost of two new primary high-voltage feeds to the new
on-site substation and new high-pressure gas main.

BDK coordinated with the owner to have engineers on-site to study potential delays to construction. We were able to clear the site and resume construction after only 48 hours from the earthquake.

Problematic Soil
A major project challenge on the project was the highly corrosive soil that posed a danger to any metal pipes or infrastructure placed underground. The team installed a “cathodic” system that energized any metal components with a small, constant electric charge to combat corrosion. The flatness of the land and its high water table (located 4 feet below the surface) affected the sewer design. Because the differential settlement of the buildings would have caused an enormous future issue the entire project team (owner, contractor, designers/geotechnical engineers and BDK) worked together to arrive at a solution. Wick drains were installed prior to the footprints of the heavy buildings that were “preloaded” with 1.5 million tons of granular rock imported to the site and equivalent or greater than the final weight of the buildings. Then as the “preload” was placed the groundwater was forced up through the wick drains where it was easily dissipated into the voids of the crushed rock allowing an accelerated consolidation. These wick drains enabled the groundwater to be removed from the soils allowing them to consolidate faster. The buildings were built on raft slabs on top of the already consolidated soils to avoid differential settlement. The consolidation was measured periodically so it was evident when the consolidation was complete.
While the City at first preferred the more familiar gravity-based sewer systems with easier maintenance, officials eventually approved the construction of pumping stations because of the cost
(a gravity-based system would have required digging down about 35 feet, with extensive dewatering) and issues stemming from a nearby closed, unregulated landfill.
It’s not technically wetland, but it is a collapsible soil, so obviously the foundations are tricky.

Like several projects over the past few years, the project was challenged with the COVID-19 pandemic, labor/material shortages and rising construction costs. From the original planning stages in 2016, there was a 47% increase in cost. The BDK team met this challenge by providing estimates through the design phase and developing a master estimate that was within 4% of actual costs.
Our team also provided constructability reviews to show how the soil surcharge was to be used leading to an efficient sequencing of work and minimizing the amount of extra material.
Rising Costs & a pandemic
The sheer magnitude of the project required detailed and focused communication. Our project team worked with the design team to provide multiple solutions for each new concept or portion of the work presented giving the UDOC staff awareness of choices and ensuing discussion of the options that caused them to discover the optimal solution.
We also utilized the design team’s BIM/3D technology extensively to help UDOC staff visualize the concepts being presented. By providing walk-throughs and 3D views of all spaces, the Owner’s non-technical staff could better understand the issues and provide better, more complete answers to the design team.
Seeing the Bigger Picture
The detention facility’s vast size and design also presented challenges because of the multiple buildings in various stages of design, all needing consistency throughout the site for fire alarms, security electronics and building management systems and locks. The question quickly became, "How do you bid the entire package for all 1.3 million square feet when only two buildings are finished from a design standpoint?"
The team ended up treating the project’s competitive bidding and procurement process like a puzzle, keeping track of different buildings at different stages and requiring detailed, transparent bids. For example, when the maximum-security building went out for bid, the winning firm's security-electronics package did the same work for the other buildings as well. In the end, about 53 bid packages were issued and the project used more than 400 subcontractors.
The project’s order of work changed as designs were completed and bid packages became available to bid out the work. The site quickly became a complicated puzzle, with a warehouse, correctional industries and the women’s campus building starting work at the same time. Instead of having a continuous flow from one end of the project to the other side, the project ended up having various locations with work going on.
Access became an issue, with staging areas and casting beds for the concrete wall panels taking up space. The team tamed the busy site with communication and coordination, ensuring that crews’ deliveries, access and scheduling worked together.

The new Utah State Correctional Facility serves as a major improvement from the existing Utah State Prison in Draper, Utah. The new correctional facility will provide a better environment for both inmates and staff. From natural lighting and open views to glass partitions and more fluid movement within, the facility is solid and sound from both a security and humane standpoint. All in all, the new correctional facility is a win-win. It will be better for inmates, valued corrections officers and the State of Utah.
At the ribbon cutting ceremony, Govenor Spencer Cox, in an unscripted move that may have made a bigger symbolic impact, removed a “dead end” sign on the road that leads to the prison entrance and wrote the words “to new beginnings” symbolizing the facilities goal of building a brighter future for inmates.
