Langan has provided multidisciplinary services on more than 60 CCR solar projects along the East coast and throughout the Midwest– stretching from Massachusetts, to South Carolina to Tennessee - successfully preparing high-quality deliverables on complex sites with fast-paced schedules due to the nature of solar funding programs. For each project, our team considers the individual complexities of the site and adapts the scope to meet CCR’s needs and desired project schedule. Langan prepares full land development design drawings and stormwater
management reports for site plan applications, including site layout, gradingand drainage, soil erosion and sediment control, and landscaping plans; coordinates with local agencies to obtain permits; and supports the projects through the entitlement process. This support includes the preparation of photo-realistic renderings, viewshed assessments, visual impact assessment reports, natural resources permitting, traffic engineering, geotechnical investigation, and glare analyses as needed for the projects.

Bronx Point is a 585,000-SF, mixed-use waterfront site comprised of 540 units of affordable housing, educational community facilities, commercial/retail spaces, and open space adjoining the Harlem River waterfront in the Lower Concourse North area of the South Bronx. The site was previously a paved asphalt lot used for temporary storage by city and state agencies and recently underwent a rezoning to add the parcel to the Special Harlem River Waterfront District. Langan provided waterfront engineering services to create a resilient shoreline edge by removing an existing relieving platform and creating a more natural shoreline slope to reduce tidal energy as sea levels rise. Site/civil engineering services included the design and permitting of underground utilities and two new stormwater outfalls to the Harlem River, as well as onsite layout and circulation including a new private roadway. Environmental engineering services included the completion of a Brownfield Cleanup Program (BCP) application, Remedial Investigation Program and Citizen Participation Plan.

Located along Newtown Creek in Greenpoint, Brooklyn, 77-87 Commercial Street is a 30- and 40-story two-tower development at the confluence of Commercial and Box Streets. It encompasses 811,000 SF and features 520 apartments with 200 units designated as affordable housing. The structures rise from a seven-story podium with a 300-vehicle parking garage below grade. Langan provided geotechnical engineering services, including full-time special inspections during the field exploration, as required by the Building Code. Langan also provided site/civil stormwater design and permitting. The work included soil erosion and sediment plans and water treatment design to comply with New York State Department of Environmental Conservation requirements and guidelines.

The American Legion Veterans Affordable Housing project is a five-story residential building providing furnished apartments for homeless veterans. Langan is supporting phase II of the project, which includes 18 additional apartments (supplementing the six apartments built during phase I), 1,800 SF of event space, and offices and amenity space. Langan completed the site design survey, site design, and streetscape design; prepared a traffic statement, neighborhood impact report, and planning report; and prepared and submitted a Flood Hazard Area Control Act individual permit because of the project’s proximity to the Hudson River. We also provided testimony at the site plan hearing for site design, traffic impact evaluation, and the planning justifications for the variances being sought.

Prior to construction beginning on this transit-oriented mixed-use development, Langan was hard at work investigating environmental and geotechnical conditions critical to the design. Despite the project’s location adjacent to a SEPTA regional rail line and Temple’s campus, the Philadelphia Housing Authority’s buildings at the site had seemed isolated from services. Working closely with the design team, Langan’s geotechnical and environmental team developed a plan for sampling, disposing of fill, and managing environmental conditions.

Named after the late social and economic justice activity, the Bill Sorro Community integrates developmentally disabled adults in a larger multi-family community. The 9-story reinforced concrete building contains retail on the ground floor and 65 affordable housing apartments on the upper floors (a mix of studio, single, two, and bedroom apartments). Fourteen units are reserved for low-income adults with developmental disabilities. The development also provides a community space and a rooftop terrace. Langan prepared a geotechnical investigation for the project. During construction, our team observed the installation and testing of soil cement columns to confirm soil improvement for foundation support was performed per our recommendations. Our environmental team performed a Phase I ESA, soil sampling, and prepared a contingency plan that was implemented during construction.

1180 Fourth Street (Mission Bay Block 13E) provides housing for 150 low-income families. The completed development consists of a 6-story mixed-use structure with 150 affordable housing units and 11,000 SF of retail space, a corner restaurant, and a community building facing Channel Park. The building is designed to exceed a LEED for Homes Midrise Platinum rating and achieve GreenPoint Rated certification. Langan evaluated consolidation settlement and earthquake-induced settlement, including liquefaction. Our team also performed Phase I and II Environmental Site Assessments (ESAs) at the site.

The first phase of The Halsted development involves the construction of a five-story, 56-unit affordable housing building on 1.1 acres in Chicago’s Englewood neighborhood. For Phase I of the project, Langan is coordinating with the environmental consultant for remediation, calculating stormwater management requirements, and preparing permit drawings. Our team also helped the client navigate the city’s entitlement process by providing our local expertise and guidance. Additionally, we separated the site permit review process to expedite initial approvals, keep construction on schedule, and meet timelines for grants and funding set by the Chicago Housing Authority and US Department of Housing and Urban Development.

Plumley Village is a residential development comprising 15 three-story apartment buildings and one 16-story high-rise. Originally built in the 1970s, the complex is undergoing redevelopment, including redesigning the central plaza and gathering areas; ADA-compliance updates to parking, pathways, and units; and upgrades to site lighting and amenities. Langan supplied a base ALTA/NSPS Land Title Survey covering municipal streets, Route 290, and various sewer, drain, and utility easements. The survey served as the base plan for subsequent engineering design improvements to the site. We also provided grading and drainage improvements to accommodate the redesigned accessible parking areas and pedestrian routes.

Located at the intersection of 7th street, this project is considered San Francisco’s largest-ever supportive housing development for formerly homeless people. Langan first performed site due diligence services on behalf of the Mayor’s Office of Housing and Community Development. We continued providing services under the developer, Mercy Housing, who has partnered with Episcopal Community Services to develop the site. Plans are to construct two buildings containing 256 studios for formerly homeless adults and 55+ seniors. Langan performed a Phase I Environmental Site Assessment for the 1.16-acre site, and prepared a design-level geotechnical investigation to support the two proposed structures and site grading.

Willets Point is a 23-acre region adjacent to Citi Field that has long been overlooked and underutilized. The area is undergoing a massive redevelopment, which will add 2,500 100% affordable homes (including workforce housing and homes for individuals, families, and low-income seniors), 115,000 SF of open space, a 25,000-seat soccer stadium, 650-seat public school, 250-room hotel, and improved infrastructure.
Langan has played an active role in the redevelopment for over a decade, providing multidisciplinary services since the beginning. We led the project through the Brownfield Cleanup Program; developed a soil remediation plan that incorporated future building, utility, and roadway foundations into the environmental design; and provided preliminary site/civil services for thousands of linear feet of NYCDEP sewer and water infrastructure.

Located across the street from Golden Gate Park, 730 Stanyan is an affordable housing development that will provide 150+ units for low- to moderate-income families and families that have experienced homelessness. The project includes the construction of an eight-story building with sustainable features, as well as public art honoring the neighborhood’s history. Langan provided site due diligence, performed Phase I and Phase II Environmental Site Assessments (ESAs), and prepared a Site Mitigation Plan (SMP) based on the results of the ESAs. Our SMP helped mitigate potential environmental risks and protect on-site workers, nearby residents, and pedestrians from potential exposure to substances encountered during soil excavation and grading activities. We also conducted a geotechnical investigation and seismic hazard analysis to evaluate subsurface conditions and develop recommendations for the geotechnical aspects of the project.

Located along the Hudson River, Waterline Square (located on Riverside parcels 1, 3, and 4) is the final component of the Riverside South Master Plan. This 1,131-unit residential project covers more than 4.5 acres and includes 2.2 million SF of new development. Construction included three towers, new street infrastructure, and open greenspace. The development includes both market-rate and affordable/low-income housing. Our environmental engineers supported each segment of the project by managing the Noise and Air Quality E-Designation process with the NYC Office of Environmental Remediation (OER) during design and construction phases. Langan also performed geotechnical and archaeological investigations, developed support of excavation (SOE) and foundation designs for the residential towers and infrastructure improvements, provided engineering oversight during construction, and provided site/civil design services addressing new roadway and utility infrastructure.
