NYU is replacing Coles Sports Center with 181 Mercer, a 23-story, 735,000 SF mixed-use facility in Greenwich Village. The complex consists of three towers rising from a full-block podium between Houston, Mercer, and Bleecker Streets. The building features student residences, academic classrooms, performance spaces, office and dining areas, a 350-seat theatre, athletic facilities, faculty apartments, and a landscaped terrace. Designed under NYU’s Climate Action Plan, 181 Mercer emphasizes sustainability with design strategies to reduce greenhouse gas emissions, water consumption, and generated waste.
Langan’s services included conducting a survey of the site and adjacent subway tunnel; preparing documents for the E-designation noise and air quality requirements; and performing remedial investigation, waste characterization soil sampling, and reporting. We also provided subsurface exploration, geotechnical consulting, support of excavation and underpinning design services, and monitoring the adjacent landmarked buildings and subway. Additionally, Langan provided site/civil and environmental services to support new Co-Generation lines from NYU’s Co-Generation Plant to the 181 Mercer site. The new Co-Gen lines were required to be routed from the Plant, across two streets, and through the landmarked Silver Towers.

In order to accommodate a rapidly growing student population, Swarthmore College added a 128-bed residence hall near its Palmer, Pittenger and Roberts residence-hall complex in Swarthmore Borough, Delaware County, PA. Retained by the project architect, Langan provided site/civil engineering, survey and geotechnical services to facilitate designing, permitting, and constructing the new residence hall. The project was designed to minimize environmental impact by following the recommendations established in the college’s sustainability framework.
To meet the college’s sustainability goals, Langan worked closely with the project landscape architect, Studio Bryan Haynes, to design the site to preserve trees, respect the ball fields adjacent to the resident-hall quadrant, provide outdoor space for student enjoyment, provide low-impact stormwater-management features, and conserve energy.
Langan’s experience with designing and permitting innovative stormwater management on tight urban sites was a key contribution to the success in the design and approval process for this project.

To better meet the needs of its students, University of the Sciences constructed a new, 126,000 SF mixed-use residence hall on its main campus. The 426-bed residence hall for first-year students is a live-learn community that incorporates numerous sustainable features to achieve Green Globes building certification through the Green Building Initiative. The new building houses multi-use classrooms, retail spaces, and offices and apartments for Residence Life staff, and feature an open-air plaza for students and neighbors to use.
To facilitate this new development, Langan’s site/civil engineers and Design Collective’s landscape architects designed the open-air plaza and streetscape on the neighboring streets and spearheaded the land-development permitting process with the City of Philadelphia agencies.
The tight urban site, combined with substantial grade changes around the property, created complexity; especially with respect to the stormwater management and ADA accessible design. The stormwater approach includes a series of bioretention landscape features that are stepped down throughout the plaza. These features were critical in meeting the stormwater requirements for the site and creating green space for students to enjoy.

Langan provided multi-disciplinary services for the construction of two six-story residence halls for Howard University in Washington, DC. The 30,000 SF College Street residence hall site was formerly occupied by a dormitory structure and the 80,000 SF Bryant Street Residence Hall site was formerly occupied by row homes and an elementary school, both of which which presented significant challenges for the redevelopment. Langan successfully conducted a Phase I Environmental Site Assessment and a Phase II Environmental Site Investigation to assess the impact of the previous development.
Langan also performed a geotechnical investigation for both sites consisting of conventional soil borings, test pits, and groundwater monitoring wells. Langan was retained to remain on-site during construction to observe the installation of rammed aggregate piers, shallow foundation installation, and earthwork operations.

As part of the Lehigh University’s Residential Life Master Plan, a number of new residential life facilities are being added to the Asa Packer Campus. Two of the residence halls, will be located along University Drive and house 722 students once both phases of construction are complete.
The site location presented multiple challenges during site/civil and geotechnical design, including identifying existing underground conditions, stormwater drainage design, foundation design, and a restrictive site boundary to excavate and construct within. Langan completed various design tasks for each phase. Topographic survey and utility markout were completed. Langan provided utility relocation plans, site/civil design, and permitting services for each phase of the project. Langan conducted a traffic and pedestrian study along the Trembley/University Drive corridor to investigate potential improvements, explore impacts, and acquire necessary approvals from the City of Bethlehem and the ADA Advisory Board to redirect traffic on campus and create a new pedestrian promenade for students and facility. Langan also provided geotechnical engineering design, investigation and reporting, rock excavation investigation, slope stability analysis, and remains engaged in the project during construction. This project is LEED Silver certified.

The new student housing project adds 2,000 new beds and 24,000 SF of dining capacity on Montclair State University’s campus. Langan provided numerous design and construction services, as part of the Design-Build team. This particular site was a rock quarry and posed many design challenges including steep slopes and shallow rock. Design had to accommodate very aggressive schedule and budget goals as well as maintaining active utilities and roadways.
We performed a site-specific shear wave velocity test which allowed the site classification to be upgraded. The result of the upgrade resulted in a 10% saving of the building superstructure cost. Permitting challenges included sewer and water extension permits, and EO-215 approvals from the New Jersey Department of Environmental Protection.

David Blackwell Hall at UC-Berkeley is a 183,500 SF, 8-story building housing 775 students. Developed via a Public Private Partnership (P3), the Hall offers greater amenities in the rooms, bathrooms, social lounges, and ground-floor compared to current residence halls on campus. A prior building at the site was demolished to construct the new residence hall. Langan provided services for all development phases. Our team conducted a geotechnical investigation at the site to develop conclusions and recommendations for various geotechnical aspects, such as soil and groundwater conditions, appropriate foundation type(s), ground improvement, site seismicity and geologic conditions, below-grade walls, and construction considerations. Langan also provided site surveying services for the project.
We consulted with the project team during design development during which we reviewed structural drawings and earthwork specifications for conformance to our recommendations. We also provided services during peer review by the University Seismic Review Committee (SRC), which involves input and questions from university professors and peer geotechnical and structural engineers. During construction, we observed foundation installation as well as observed and tested grading and compaction activities, including slab subgrade preparation and fill/backfill operations.
