The multi-phased Kilroy Oyster Point project is transforming 81 acres of bayfront area into a mixed-use biotech development. Plans include a life sciences campus, park and recreation space, a vibrant marina environment, and space to accommodate commercial and hotel uses. Langan started working on this project during the entitlement phase, completing preliminary geotechnical and environmental evaluations to support development scoping and the CEQA process with the City of South San Francisco. We also provided ongoing multidisciplinary services during grading, landfill cap work, and site development.

Genesis Marina provides 550,000+ SF of Class A laboratory and office space across three separate buildings serving the science and biotech community. Sierra Point, once part of San Francisco Bay, was progressively filled between 1963 and 1975. To comply with state landfill regulations, Langan’s environmental team developed and submitted a Post Closure Development Plan to the San Mateo County Environmental Health Department Local Enforcement Agency and the Regional Water Quality Control Board. Additionally, our geotechnical engineers evaluated the potential for long-term settlement of refuse and bay mud to occur at the site.

Langan provided multi-disciplinary services for Phases I, II, III, and V of Gateway of Pacific—a 1.3 million SF campus development providing laboratory and office space. Phase I included the construction of a 12-story building, two-level below-grade parking garage, amenity building, and surface parking and associated grading, as well as landscaping and other improvements. Phase II consisted of two interconnected towers, 8 and 9 stories tall. Phase III included a 11-story tower, and Phase V consisted of two 5-story buildings and parking structure. Our geotechnical team evaluated subsurface conditions and prepared foundation and grading recommendations. We also consulted on the conceptual design phase, provided construction observation services, and performed site characterizations to assess the potential presence of hazardous substances by analyzing soil and groundwater samples.

The Innovation Partnership Building was the first facility built at UConn’s Technology Park campus, developed to foster industry-academic collaboration for research. Langan developed a site design that minimized the impacts on the primarily wooded lot and reduced the views of parking along the roadway through grading and landscape design. Additionally, our stormwater management design implemented a low-impact development approach to protect and minimize disruption to natural resources and environmentally sensitive areas. The project was submitted for LEED Silver certification.

The five-story, 237,000 SF Sandler Neurosciences Center is one of the largest neuroscience facilities in the world. Langan performed a geotechnical investigation; provided recommendations for pile foundations, below-grade walls, seismic design, utilities, and earthwork; and oversaw installation and testing of the pile foundation system. Due to elevated methane concentrations in soil gas beneath the site, Langan designed the methane mitigation system to prevent methane gas from intruding into the structure. The system includes a methane barrier beneath the building slab, which is underlain by a collection and venting system.

The Parnassus Research and Academic Building will house research, academic, and education space as part of UCSF’s 30-year vision to transform the Parnassus Heights campus. Langan is providing environmental and regulated building materials (RBM) services for the design-build project. Our team conducted a site soil investigation, provided a Soil Management Plan, and prepared a Site Soil Investigation Work Plan presenting the planned soil, soil vapor, and groundwater sampling activities. We also performed an RBM survey to confirm previous survey data, developed RBM abatement design plans and specifications, and provided oversight and air monitoring during demolition and abatement activities to confirm compliance with federal, state, and local requirements. Langan also provided geotechnical and site/civil engineering services for the design and construction of engineered fill platforms that will support shoring installation equipment.

The project includes demolition of existing structures and numerous utilities to allow for construction of a seven-story, 370,000 SF LEED Platinum laboratory and office building with two levels of below-grade parking. Geotechnical services include completing a subsurface investigation and preparing a report, providing consultation and performing analyses during design, preparing construction documents, and providing construction administration and oversight services. The Emeryville Center of Innovation project retrofitted existing facilities and added four new buildings within the campus. The new developments include Class A laboratory and office space, a parking structure, and support facilities. Langan performed a geotechnical investigation, evaluated seismic hazards, and developed site-specific seismic response spectra. Our team estimated static and seismic settlements and recommended auger cast-in-place piles for the foundation system. We also provided recommendations for the design of flexible and rigid pavements, exterior concrete slabs, and utility trench backfill and structural soil for new trees.

The 12-story UCSF Wayne and Gladys Valley Center for Vision houses ophthalmology clinics and teaching, research, conference, and administrative space. Built on land reclaimed in the 1880s, the site was underlain by heterogeneous fill, weak and compressible bay mud, dense sand, and bedrock. Langan explored subsurface conditions by reviewing data from previous explorations, drilling borings, and pushing cone penetration tests at the site.

Located within a 2-million SF life sciences research and technology campus, EmeryStation West is a 265,000 SF building with seven levels of laboratory, medical, and office space above a two-story transit and parking podium. The site was previously used as a parking lot for the neighboring Amtrak station. Langan performed a geotechnical investigation to evaluate subsurface conditions and provide recommendations for the foundation system. We also provided recommendations for the seismic design criteria, retaining walls for a generator pad, and bioretention areas.

Langan helped Bristol Myers Squibb build-out its GIS-based asset management platform by converting existing utility information from AutoCAD to GIS and hosting the converted data on Esri’s ArcGIS Online platform. These updates enable Bristol Myers Squibb to maintain utilities through GIS and review and update information from the field via mobile tablets and ArcGIS Field Maps. Langan supported this transition by surveying three initial critical utilities to provide updated locations for the GIS database, and capturing photographs of above-grade assets.

Located in the UCSF Mission Bay East Campus, this five-story, 182,800 GSF facility includes an ambulatory surgery center, urgent care with imaging and lab space, and dedicated space for specialty clinics, a pharmacy, and a café. The building was designed to meet the California Office of Statewide Health Planning and Development Level 3 requirements. Langan conducted a geotechnical investigation, evaluated seismic hazards, and provided site-specific response spectra. We also performed environmental site investigations to determine waste profiles for excavated soil, conducted soil gas sampling to determine if a methane mitigation system was needed, and provided construction observation and asbestos dust monitoring services.

Converge Miami provides office and laboratory space where companies can collaborate with UM researchers, making it easier to turn scientific discoveries into commercial products. The 1.4-million SF research and development campus includes multiple mid-rise buildings and associated parking structures. Langan prepared paving, grading, and drainage plans to expand the surface parking field and obtained a required Drainage Connection Permit from the Florida Department of Transportation (FDOT) because the project abuts an FDOT-operated roadway. We also performed a geotechnical exploration to evaluate the subsurface conditions, spearheaded the pile load test program, and conducted earthwork monitoring and testing, which was complicated by environmental impacts in the soil and groundwater. Our detailed evaluation of excavated materials allowed for the reuse of materials as structural fill and pavement base course. This avoided the need for imported fill, resulting in considerable cost savings.

The National Institute on Aging’s temporary research facility for Alzheimer’s Disease and Related Dementias is a 24,000 SF state-of-the-art single-story building located on the NIH campus. The facility includes offices, open-concept labs, parking areas, and walkways to improve pedestrian traffic flow across the campus. The design-build project was developed at a location where half the site was a parking lot and the other half had landscaped areas and a drainage swale. Langan prepared a NEPA Environmental Assessment to satisfy federal regulations and provide information regarding the project’s potential effect on the environment. We also completed permitting with the Maryland Department of the Environment, conducted a geotechnical investigation, and provided engineering services during the design and construction phases.

Langan provided integrated engineering services for the renovation of a historic building located on Manhattan’s “Automobile Row.” The project included a two-story addition and complete transformation of the 10-story, 505,000 SF building into a life sciences hub led by Mount Sinai, a global flagship for Jaguar Land Rover, and Class A office space. The building features oversized windows, open-concept floorplans, 24-foot ceilings, and a 12,000 SF communal roof deck. Langan’s scope of work included hazmat services, a Phase I Environmental Site Assessment, a subsurface investigation, and support of excavation design for the elevator pit and Con Edison transformer vaults. The five-story, 237,000 SF Sandler Neurosciences Center is one of the largest neuroscience facilities in the world. Langan performed a geotechnical investigation; provided recommendations for pile foundations, below-grade walls, seismic design, utilities, and earthwork; and oversaw installation and testing of the pile foundation system. Due to elevated methane concentrations in soil gas beneath the site, Langan designed the methane mitigation system to prevent methane gas from intruding into the structure. The system includes a methane barrier beneath the building slab, which is underlain by a collection and venting system.

Langan conducted a geotechnical investigation, evaluated seismic hazards, and provided site-specific response spectra. We also performed environmental site investigations to determine waste profiles for excavated soil, conducted soil gas sampling to determine if a methane mitigation system was needed, and provided construction observation and asbestos dust monitoring services.
