Operation Clean Sweep's base tier equips facilities with tools to prevent resin loss and protect the environment. The base tier of the OCS program operates on a per facility basis and each facility onboarded to the program commits to implementing the core requirements in the OCS Pledge to prevent resin loss and protect the environment.

Membership Directory
Material suppliers and processors that handle preproduction plastic resin in the US are eligible to join the base tier of the OCS program. Material suppliers include mechanical and advanced recyclers.
Requirements
The OCS base tier requires that each facility on-boarded to the program complies with the foundational requirements in the OCS Pledge, listed below. Starting in January 2025, participation in quarterly data reporting for the OCS Core Metrics will be required for all facilities participating in the base tier of the OCS program.
OCS Pledge Requirements
Annual membership dues for OCS members are on a per-facility basis with a discounted rate available for companies that are members of Plastics Industry Association or American Chemistry Council's Plastics Division. Guide to OCS Blue Verification
OCS Blue Verification Framework
Companies with OCS Blue Verifiers
Data Reporting
Starting in 2024, data reporting is expanding to include 100% of OCS members in the base tier of the program. Data reporting occurs on a quarterly basis and the OCS Core Metrics are required to be reported at the company level for all participating facilities. OCS members can participate in quarterly data reporting as early as April for Q1 2024 data but must report, at the latest, by January 2025 for Q4 2024 data.
The OCS Core Metrics consist of the number and total weight or volume of any unrecovered releases of plastic pellets, flakes, powders*, or granules, within the physical custody** of a member company, from containment to ground or water outside member-operated facilities and estimated to be greater than 0.5 liters or 0.5 kilograms per incident.

** "Physical custody" is defined as holing the plastic resin under physical (visible) possession.
OCS Blue Verification
As an external, facility-level inspection program, OCS Blue Verification brings a new level of rigor and transparency to the OCS Blue program. Launched in September 2023, OCS Blue Verification is uniquely available to OCS Blue and Logistics members in the US and is a requirement for all material suppliers and processors in the program.
OCS Blue Verification enables external inspectors to verify that more than 25 required management practices have been successfully implemented on-site. Consult the resources below to learn more about how the OCS Blue Verification program works, details on required management practices, and which companies have approved OCS Blue Verifiers that can conduct OCS Blue Verification inspections.

Data Reporting
OCS Blue members report the OCS Core Metrics to the OCS program on an ongoing basis. The OCS Core Metrics consist of the number and total weight or volume of any unrecovered releases of plastic pellets, flakes, powders*, or granules, within the physical custody** of a member company, from containment to ground or water outside member-operated facilities and estimated to be greater than 0.5 liters or 0.5 kilograms per incident.
Data reporting has taken place annually from 2021-2023 and is shifting to a quarterly reporting frequency in 2024. The first quarterly reporting period in 2024 will take place in April for Q1.
