Material suppliers and processors that handle preproduction plastic resin in the US are eligible to join OCS Blue. Material suppliers include mechanical and advanced recyclers.
Requirements
OCS Blue members commit to implementing all requirements in the OCS Pledge, as well as enhanced OCS Blue requirements, at all US resin-handling facilities. OCS Blue requirements include data reporting and OCS Blue Verification. Full OCS Blue requirements are summarized below and in additional detail in the OCS Blue Verification Framework.

OCS Blue Verification
As an external, facility-level inspection program, OCS Blue Verification brings a new level of rigor and transparency to the OCS Blue program. Launched in September 2023, OCS Blue Verification is uniquely available to OCS Blue and Logistics members in the US and is a requirement for all material suppliers and processors in the program.
OCS Blue Verification enables external inspectors to verify that more than 25 required management practices have been successfully implemented on-site. Consult the resources below to learn more about how the OCS Blue Verification program works, details on required management practices, and which companies have approved OCS Blue Verifiers that can conduct OCS Blue Verification inspections.

Join the world's largest voluntary stewardship program preventing loss of plastic resin into the environment.
Explore the companies that have taken the OCS Pledge by browsing the OCS Membership Directory and filtering by supply chain segment or state.
Display the OCS Blue Certificate, plaque, and posters in public areas to reinforce commitment.
Periodically conduct internal audits to confirm whether management systems meet the requirements and objectives of OCS Blue.
Enable employees to provide feedback on the company's plastic resin containment program.
Establish written procedures and checklists to locate potential risks, prevent resin loss, and manage clean up.
Periodically conduct site inspections based on risks.
Educate transportation partners to help them understand the importance of OCS and their participation.

Verification Cycles
While OCS Blue members must implement OCS at 100% of all US-based plastic-handling facilities, only a subset are required to achieve OCS Blue Verification for each cycle.

OCS Blue members may schedule a standalone OCS Blue Verification inspection with an approved OCS Blue Verifier. Scheduling and pricing for an OCS Blue Verification inspection is arranged exclusively between the OCS Blue member and the approved OCS Blue Verifier.

Guide to OCS Blue Verification
Are you interested in becoming an OCS Blue Verifier?
Individuals who are fully qualified by an audit service provider (ASP) to audit ISO14001, ISO45001, ISO9001, or RCMS®/RC14001® are automatically qualified to serve as verifiers for OCS Blue upon completion of OCS Blue Verification Training. Alternatively, individuals may be eligible to become an OCS Blue Verifier by fulfilling at least one option in all of the qualification sections below and also completing the OCS Blue Verifier Training.
Option 1: Successful attainment of the rank “Provisional Auditor” or “Lead Auditor” in ISO14001, ISO45001, ISO9001, and/or RCMS®/RC14001®, as well as a minimum of one year of employment or as a contractor with an ASP.
Option 2: A proven track record as an independent consultant in environmental, health, and safety management systems within the manufacturing, chemical, or plastics industries with at least four years of experience.
Option 1: Successful completion of a training course on conformance auditing of management systems for ISO14001, ISO45001, ISO9001, and/or RCMS®/RC14001®.
Option 2: Certification by Exemplar Global for ISO14001, ISO9001, ISO45001, and/or Responsible Care®.
Option 1: Review of the OCS Manual, the OCS Blue Verification Guide, and the OCS Blue Verification Framework.
