Operation Clean Sweep Blue (OCS Blue) is the most robust tier of OCS in the US and builds upon the foundational requirements of the program with additional, enhanced measures to end resin loss in the environment. Companies that commit to OCS Blue on-board all US resin-handling facilities and implement strategies at the facility-level ranging from risk assessments to employee training and data reporting.

Explore OCS Blue Members
Material suppliers and processors that handle preproduction plastic resin in the US are eligible to join OCS Blue. Material suppliers include mechanical and advanced recyclers.
Requirements
OCS Blue members commit to implementing all requirements in the OCS Pledge, as well as enhanced OCS Blue requirements, at all US resin-handling facilities. OCS Blue requirements include data reporting and OCS Blue Verification. Full OCS Blue requirements are summarized below and in additional detail in the OCS Blue Verification Framework.
OCS Blue Requirements
Annual membership dues for OCS Blue members are based on the company's global plastic sales revenue with a discounted rate available for companies that are members of Plastics Industry Association or American Chemistry Council's Plastics Division.
OCS Blue members annual membership dues are a single corporate rate and encompasses 100% of US resin-handling facilities. For any questions related to annual membership dues, please reach out to info@opcleansweep.org.

Annual Membership Dues
Upon joining the OCS Blue program, member companies will receive an OCS Blue Certificate, an OCS Blue plaque (coming mid-2024), as well as recognition in the OCS Newsletter and OCS Membership Directory.
Membership Recognition
Data Reporting
OCS Blue members report the OCS Core Metrics to the OCS program on an ongoing basis. The OCS Core Metrics consist of the number and total weight or volume of any unrecovered releases of plastic pellets, flakes, powders*, or granules, within the physical custody** of a member company, from containment to ground or water outside member-operated facilities and estimated to be greater than 0.5 liters or 0.5 kilograms per incident.
Data reporting has taken place annually from 2021-2023 and is shifting to a quarterly reporting frequency in 2024. The first quarterly reporting period in 2024 will take place in April for Q1.
OCS Blue Verification
As an external, facility-level inspection program, OCS Blue Verification brings a new level of rigor and transparency to the OCS Blue program. Launched in September 2023, OCS Blue Verification is uniquely available to OCS Blue and Logistics members in the US and is a requirement for all material suppliers and processors in the program.
OCS Blue Verification enables external inspectors to verify that more than 25 required management practices have been successfully implemented on-site. Consult the resources below to learn more about how the OCS Blue Verification program works, details on required management practices, and which companies have approved OCS Blue Verifiers that can conduct OCS Blue Verification inspections.

Establish written procedures and checklists to locate potential risks, prevent resin loss, and manage clean up.
Periodically conduct site inspections based on risks.
Educate transportation partners to help them understand the importance of OCS and their participation.
Share an experience or successful strategy at least once per year from your company's implementation of OCS Blue with the OCS program for potential use in OCS resources.
Participate in an OCS event at least once per year.
