The impact of the Réseau express métropolitain (REM) on Montreal

First announced in 2016, the Réseau express métropolitain is the largest transportation project undertaken in Québec in 50 years.

The REM is a $6.9 billion light rail transit system that will consist of 67 km of double tracks, three km of tunnels and 26 new stations linking downtown Montreal, the South Shore, West Island, North Shore and Pierre Elliot Trudeau International Airport.

The development of the REM will help address recent surges in immigrant populations, housing shortages, automobile dependency and foster revitalization potential for underserved neighbourhoods.

Connecting Montreal

The overall population growth in Quebec has increased by 0.6 per cent since July 1, 2022 as a result of net intergenerational migration, raising concerns over housing supply, affordability and the need for densification. The REM presents an opportunity for developers to locate residential projects in areas that are fundamentally more accessible for Montreal’s urbanizing population and prepare for an influx of new immigrants.

Developers are now implementing a more feasible live, work and play model to attract a growing number of occupiers within rapidly densifying areas. The introduction of the REM is likely to disrupt leasing activity for more centrally located properties as companies evaluate the need for more efficient hybrid work models. The REM will also ensure increased connectivity to several retail shopping centres, with the McGill station projected to bring an additional 25,000 passengers daily by the end of 2024.

Live, work and play

The Autorité régionale de transport métropolitain (ARTM) will charge REM users the same rates used on other modes of transport through a recently reformed fare structure based on four regional zones. The fare structure currently in place for Zones A, B, C and D is expected to cover the 72-cent charge per passenger per kilometre, paid for by the agency to the REM.

What will it cost to ride?

The first segment of the REM, featuring five stations linking downtown to the South Shore, is expected to launch in spring 2023. Phase 2 is scheduled for completion by the end of 2024 and Phase 3 is projected to launch in 2027 in collaboration with Aéroports de Montréal.
