As VITA’s MSI, SAIC successfully coordinates seven suppliers in provisioning IT infrastructure and services to over 65 customer state agencies. Provisions include server storage and datacenter, security, messaging and email, voice and data, and print services. In the MSI managed environment, all suppliers are now interacting and working together toward the common goal of providing uninterrupted, high-quality services to VITA’s agency customers and in the best interests of the Commonwealth’s stakeholders. We centrally manage contracts and procurements, resolutions of services, and supplier issues.
Strategically focused on operational excellence and continual improvement, we helped VITA stabilize service operations and are now transitioning to optimize service delivery and value co-creation with the supplier partners. We also modernized the enterprise environment and underlying architecture, enabling ongoing technological and service delivery innovations. With SAIC's MSI support, VITA won a top honor from the National Association of State Chief Information Officers (NASCIO) in enterprise IT management for its transition from a single-source service provider model to a multi-supplier model.

The Solution
One of VITA’s primary responsibilities is to manage, coordinate, and provide IT infrastructure services to executive branch agencies. VITA also oversees agency IT projects and procurements, assists agencies with IT strategic planning, and enforces statewide IT security standards. VITA transitioned from a single- to multi-supplier model for flexibility in procuring new technologies and replacing services and vendors as needed.
The multi-supplier model consists of a services integrator and governance model that would include VITA’s customer agencies. This new environment comprised various, separate scopes of services by suppliers, some of which viewed themselves as competitors, thus requiring finesse with coordination, cooperation, and integration.
