Protests in Paris are frequent. Most are scheduled in advance and peaceful, but spontaneous unrest can occur. Protests cause traffic disruption through road closures. Use of heavy-handed crowd control methods by police can expose bystanders to threats of injury.
Petty theft is common in Paris, especially in areas that see high foot traffic during the peak tourism season (May-October). Thieves increasingly single out wealthy looking tourists in affluent areas and increasingly resort to violence to steal valuables such as watches or bags.
Paris remains a target for Islamist militant attacks. Attacks primarily involve unsophisticated low-cost methods such as use of bladed weapons and vehicles and are generally committed by radicalised individuals. They are most likely to be indiscriminate and target open areas.

Planned protests highlight increasing global anti-AI movement, company-specific targeting possible
On 10-11 February, France will host the third Artificial Intelligence (AI) Action Summit in Paris.
French activist group Anti-Tech Resistance announced plans to stage a week of action against the summit in Paris.
Campaign group Stop AI announced its intention to stage protests in more than 17 countries, highlighting the increasing international reach of the anti-AI movement.
Company-specific targeting at the summit cannot be ruled out, given that US-based anti-tech groups have launched company-specific campaigns.
Rallying pointThe AI summit will be a rallying point for anti-tech activists globally. The campaign group Pause AI, which is calling for an international ban on the “creation of a superintelligent AI”, announced an intent to stage protests against the summit in France, US, Canada, UK, Germany, Belgium, Switzerland, Czechia, Italy, Sweden, Denmark, Norway, DR Congo, Republic of Congo, Chad, Cameroon and Australia between 9-11 February (see Future Events for further details of the protests). While the geographical spread of the protest indicates a growing internationalisation of the anti-AI movement, these protests are unlikely to lead to significant disruptions to businesses. Based on precedent, only a few dozen campaigners will attend each of the protests.
Protests plannedFrench President Emmanuel Macron alongside India’s Prime Minister Narendra Modi will host the summit, which will also attract leading AI and tech companies to Paris. The main agenda items will include “public interest in AI”, “future of work”, “innovation and culture”, “trust in AI” and “global AI governance”.
French activist group Anti-Tech Resistance announced plans to stage a demonstration outside the summit at the Grand Palais venue on 9 February. The group argues that AI would enable “totalitarian technology” that would “escape human democratic controls”. It is also organising an alternative AI summit on 8 February in Paris and called for support for a “week of action” against the official AI summit. It has not released further details.
In November 2024, approximately 20 members of the group disrupted the European Cyber Week event in Rennes, France by getting up on the stage and interrupting the event by chanting slogans. Security is likely to be significantly tighter at the official AI summit in Paris, but disruptive protest actions at or near the summit locations cannot be ruled out during the event. However, protests are very likely to remain peaceful and will be aimed at causing reputational damage.
Company-specific targeting possibleAlthough no group has so far announced company-specific targeting at the summit, such action should not be ruled out. US-based groups such as No Tech For Apartheid and Stop AI have both launched company-specific campaigns, including over allegations that tech companies would be providing services to Israel’s military and therefore supporting its operations in the Palestinian Territories. Activists affiliated to these groups previously staged protests inside and outside of corporate offices and, on at least one occasion, carried out a lock-on at an office of a tech company in San Francisco, US. International news coverage of the summit in Paris has the potential to trigger summit-related protest action against companies in the US in particular in the coming weeks.
