In an anonymous post on a forum used by anarchists, anarchist groups on 25 May claimed responsibility for two acts of sabotage against electricity infrastructure in the south of France over the previous days.

Militants’ effective targeting will result in some disruption, but redundancy built into electricity networks means that grid disruption from such attacks will generally be fairly limited, lasting hours at most.
Militant anarchists will occasionally target businesses’ electricity supplies.
The most likely businesses to be targeted by militants will be those involved in the defense sector, but the broad range of targets can include high-profile events, as well as businesses perceived by militants to be promoting global capitalism or to be environmentally unfriendly.

Sabotage attacksAn act of sabotage on 23 May against an electricity pylon near Cannes in the south of France disrupted the electricity supply to 160,000 homes. The ongoing film festival in Cannes was not affected as it had an independent electricity generator. On the night of 24-25 May, another act of sabotage against an electricity pylon near Nice disrupted the electricity supply to 45,000 homes. The tramway in Nice was temporarily affected. On 25 May, a post was published on the website Indymedia, a forum used by anarchists, claiming responsibility for the attacks on behalf of two anarchist groups. The anarchists claimed that they were targeting the festival in Cannes, as well as companies in the defense sector based in the area.
Militant anarchistsThe incidents demonstrate that militant anarchist groups retain intent and capability to carry out acts of sabotage against electricity infrastructure. Russia also has intent to carry out such acts. The claim of responsibility contained several references to France’s support for Ukraine, and the involvement in these incidents of a Russia-backed actor posing as militant anarchists or influencing militant anarchists into carrying out attacks is a plausible scenario.
Network disruptionThe attacks caused disruption, but the electricity supply was brought back online within a few hours. Redundancy built into electricity networks means that grid disruption from such attacks will generally be fairly limited. Nevertheless, militants demonstrated an understanding of which key points in the grid to target to maximize disruption. This effective targeting will sustain the potential for short-term disruptions to supply.
Businesses targetedMilitant anarchists also retain intent to carry out attacks against businesses. Arson attacks often target vehicles used by a business or the electricity supply to a business.
