Munich is the state capital of Bavaria, in the south of Germany. It lies about 30 miles (50 km) north of the edge of the Alps and along the Isar river. With more than 1.5m inhabitants, it is the third-largest municipality in Germany, and serves as the centre of its metropolitan region, with around 6.2m inhabitants.

Most protests are scheduled in advance and peaceful. However, they can lead to clashes between security forces and protesters, with threats of incidental violence to passers-by. Protests and strike action also cause traffic disruption through road closures and cancellations to public transport.
Munich is a credible target for indiscriminate extremist attacks, including in places frequented by foreign nationals such as bars, restaurants, places of worship and government buildings. In July 2016, a perpetrator shot dead nine people in a shopping mall. Police confirmed that the perpetrator was motivated by far-right ideology. However, Bavaria has a robust and efficient police force capable of responding quickly and effectively to security incidents.

Planned protests against Munich Security Conference likely to be peaceful, but potentially disruptive
ConferenceThe The annual event brings together heads of state, government officials, military leaders, academics, and industry experts to discuss global security issues. MSC will take place at two hotels in Munich, the Bayerischer Hof and the Rosewood Munich. Police plan to create a security perimeter around the venues, and have warned of disruptions to local public transport. Over 60 heads of state and government are set to attend, with the MSC announcing that US Vice-President JD Vance, German Defense Minister Boris Pistorius, and EU Commission President Ursula von der Leyen would attend, alongside other high-level political leaders.
MSC is a key international event for European security and defence. The relationship between European governments and the US will play a central role, with the event highlighting rising tensions. These include over US President Donald Trump’s threats to impose tariffs on European imports, disagreements over NATO defence spending targets, US claims over Greenland, and uncertainty over how to end the war in Ukraine. The resolution of the latter, the implementation of the ceasefire agreement between Israel and Hamas, and the build-up of Europe’s defence capabilities will define conversations. “Global Order” is another key agenda item, with the MSC once again highlighting that the global order is in flux, away from Western hegemony and a rules-based international system. “Human Security”, “Sustainability” and “Technology” are the other three main agenda items that will also feature a plethora of smaller, business-relevant side events, such as those organised by the MSC Food Security Task Force.
Several activist groups have announced plans to hold protests targeting the Munich Security Conference (MSC), which will take place in the city (Bavaria state) between 14-16 February.
Transatlantic relations, defence spending in Europe, the war in Ukraine and the ceasefire deal between Israel and Palestinian militant group Hamas will be key discussion items.
Protests will take place in central Munich, including near the venue. Civil unrest is unlikely, but protests are likely to temporarily disrupt transport in the city.
Activists are likely to attempt to enter the event covertly and stage attention-grabbing protests to draw media interest, a form of disruption well established within activist groups.
Businesses and their personnel are unlikely to be targeted in the context of the event. The threat from violent attacks is mitigated by a security zone around the venue and security authorities’ heightened presence throughout the city.
Protest actionAnti-globalization, anti-NATO and left-wing activist groups on 4 February announced plans to protest at the event. Trump on 4 February proposed that the US assume long-term control of the Gaza Strip (Palestinian Territories), including relocating the Palestinian population to neighboring countries such as Egypt and Jordan. The announcement, as well as Vance’s presence, is likely to prompt an increase of participation from pro-Palestine groups.
“Aktionsbündnis gegen die NATO-Sicherheitskonferenz 2025” (Action Alliance Against the NATO Security Conference 2025) announced protests on 13 February. The group voices anti-war and anti-NATO positions, and has a pro-Palestinian stance. As in previous years, it plans to obstruct the conference with a human chain, which will likely be prevented by police (also as in previous years). “Macht Frieden!”, which holds pro-Russian views, and pro-Ukrainian group Fellas for Europe e.V. also announced protests in Munich on 15 February.
The protests are likely to remain peaceful and civil unrest is unlikely. While attendance is likely to be in the thousands, causing temporary disruption to transport, they are unlikely to significantly disrupt the event itself.
