Alternative Project Development & Delivery
Alternative project delivery includies Feasibility Studies, CMGC Project Delivery, and Design Constructability Reviews utilizing Early Contractor Involvement. Evaluation and strategic plan development for the addition of incremental generation to existing hydro facilities, as well as the addition of generation to non-powered dams. Resident Project Management, Construction Inspection, and Engineering Services.
Prepare an industry-standard land survey, including topography, obstructions, easements, and ALTA requirements for use in all stages or phases of a project. Conduct LIDAR, Bathymetric, Hydrology Structure Surveys as needed and confirm existing survey data throughout the project lifecycle.
Deliver high-quality project management by leading teams and project with realistic schedules, effective coordination, and careful cost management. Provide phase by phase reporting to stakeholders and regular updates on design and construction.
Assist with land use permitting including communication with the local regulatory agency staff, assembly of the plans and other application requirements, preparation of a project narrative and review of the recommended conditions of approval. Creating SWPPP and SPCC narratives and providing permitting support and processing as necessary.
Conduct a site visit to obtain soil samples from the proposed site area, conduct a thorough analysis of those soil samples, and prepare preliminary and final report outlining the results and recommendations. Provide industry standard reports and studies including thermal resistivity testing, corrosivity testing, CBR, Field Electrical Resistivity Testing, and Pile Load Testing.
Existing culvert analysis and designing necessary improvements. Erosion control and construction stormwater best management practices design. Stormwater studies and analysis.
Prepare a full civil site design including fencing, public and private road designs, and improvements for permitting and construction. Grading optimization for the lowest cost and maximizing return on investment.
Provide Pile Staging, Pile Elevation Plans, and Drill Depth plans to bring accuracy and consistency to your builds. Create utility crossing exhibits, mass haul plans, and post-clearing/pre-grading analysis to provide detailed drawings and information to the site team during construction. Provide smart services like real-line as-built grading, remote machine file upload, and remote troubleshooting through our construction support technology.
Assist with land use permitting, including communication with the local regulatory agency staff, assembly of the plans and other application requirements, preparation of a project narrative, and review of the recommended conditions of approval. Work with a team of scientists and the landowner to determine if wetland areas can be avoided, and if not, ensure proper wetland permitting is conducted.
Communicate clearly what the project will look like and gain public buy-in. Provide state-of-the-art 3D drawings and record drawings for owners or developers.
Preliminary Stormwater Design
Determine if additional stormwater management BMPs and project SWPPs are necessary to meet local, state, and federal requirements.
Preliminary civil design combines survey, environmental, planning, and site constraints to develop an efficient infrastructure layout and site improvements up to a 30% level to maximize return on investment. Basis of Design (BOD) and Buildable Area Maps (BAM) dictate the available space for a PV Layout.
Prepare plans and specifications of ground cover throughout the site. This can include pollinator-friendly vegetation, low-maintenance screening, and planting assistance with stormwater management and soil stabilization.

Perform a Phase I Environmental Site Assessment (ESA) in general compliance with the ASTM E1527-13 Standard Practice for Environmental Site Assessments. Prepare natural resources assessments, a wetland and cultural resources review, and a regulatory review. A critical issues analysis (CIA) is important to understand the cost of development before incurring expenses.
Work with owners to review existing or contractor designs and confirm project compliance with national and local codes Assist owners and developers in creating RFPs according to best industry practices including technical exhibits, O&M requirements, schedule, and cost review services. Perform site visits to determine and mitigate access, hydrology, and potential issues before the build.
Alta & Third-Party Survey Verification
Prepare an industry-standard land survey, including topography, obstructions, easements, and ALTA requirements for use in all stages or phases of a project. Provide Third-Party Services Verification. Incorporate Title Management, Acquisition, and Landowner Relations in the initial stages of your project with our Right of Way services.
Professional services as an Owner’s Representative, serving as a project manager and quality assurance representative. Our goal is to provide support throughout the project life cycle, from feasibility stages to planning, construction, operation, and maintenance. Services may include engineering reviews, capital planning, representation during ownership transitions, design and construction support, as well as operation and maintenance support.
Hydraulics and Hydrology services include Dam Breach Studies & Digital Inundation Mapping, Flood Hazard Evaluation & Modeling, HEC-RAS Modeling, HEC-HMS for Dam Inflow Design Flood Studies, Hazard Classification Evaluations, Spill Capacity Assessments, and Stormwater Management.
Professional services for FERC Coordination include engineering consultation and support, annual inspections, permitting, reporting support services, correspondence, and representation. Emergency Action Plan support and preparation. FERC licensing & relicensing.
WSB provides environmental support services, including Wetland Delineation, Fish and Eel Passage Feasibility Studies and Design, Stream and Aquatic Habitat Restoration, Bank/Stream Stabilization, and Environmental Impact Studies.
ECI Review Facilitation supports hydro asset owners proving independent review of option evaluation studies and preliminary design reports, including constructability reviews utilizing industry partners to provide improved job costing and construction risk assessments.
Dam Removal ans Stream Restoration includes the development of engineering feasibility studies, environmental studies, permitting, FERC coordination, and public relations communication. Engineering designs, including risk assessment / evaluation, public safety and engagement, sediment transport and management plans, and project cost estimation.
Included in our Civil and Structural Design expertise is Dam Design and Construction, Gate Rehabilitation, Spillway & Concrete Rehabilitation, Barrier Design and Installation Support, Hazard Classification Studies & Consultation, Dam Safety Inspections/Evaluation, Dam Safety Training for Asset Owners, Project Risk Assessments, Site Inspection and Investigations. Altus Reservoir Phase 1
Project Feature
WSB worked with the City of Maple Grove to revitalize Main Street - a focal point of the community for more than two decades, by coordinating planning efforts and managing the reconstruction of the corridor. During the planning process, a unified vision was identified which would revitalize the corridor. A significant challenge in the project was ensuring that all the businesses were able to maintain access during construction. WSB broke the project into three phases to ensure safe access for users throughout the construction process. Since several businesses had only one entrance, phasing and staging were critical to the success of the project. Now complete, the Main Street Corridor has been transformed into an updated, visually stunning centerpiece of Maple Grove that residents and visitors will enjoy for years to come.
Maple Grove Main Street Redevelopment

In 2016, the City of Altus initiated the planning process for the redevelopment of Altus Lake and Hoyt Shadid Park. By 2020, the city hired WSB to develop construction plans and specifications for Phase I of this project. Phase I encompassed dredging and grading the lake bottom, alongside realigning the lake’s perimeter. The plans also included the installation of a 10-foot walking trail, the creation of two new parking lots and the construction of a sheet pile retaining wall to provide a dedicated deep-water fishing area. The perimeter was reshaped to enhance aesthetic interest and provide more articulation. Additionally, a Flexamat strip was installed around the edge at the water surface elevation to secure the perimeter against erosion caused by wave action. Material dredged from the lake bottom was used to reshape the 15-acre Hoyt Shadid Park, which was subsequently resodded, creating a refreshed and sustainable environment for community use.
